* Develops Code of Conduct and Respectful Workplace program frameworks, processes, and initiatives with clear accountabilities, communications channels, and training and implementation resources, to enable effective and timely documentation, investigation, resolution and reporting of Respectful Workplace complaints and Code of Conduct matters, in consultation with Human Resources and other stakeholders * Partners effectively with stakeholders to review, update and develop communications and training programs that support compliance with the Code of Conduct and Respectful Workplace Policy, and that complement new initiatives and campaigns associated with those policies * Provides expert advice and recommendations on updates to the Code of Conduct and Respectful Workplace policies and related programs, develops supporting procedures, standards and guidelines and program resources as needed, and ensures coordinated rollouts to support change implementation and adoption * Manages, conducts research and analysis, and resolves Code of Conduct and conflict of interest matters as reported or disclosed by employees and contractors * Provides confidential expert advice, and if appropriate, issues written opinions to management, employees and contractors on Code of Conduct and conflict of interest matters. * Provides oversight, coordination and support to conflict resolution initiatives and processes including interventions, workplace assessments, and investigations related to the Respectful Workplace Policy, including evaluation of the impact and effectiveness of initiatives and processes and providing recommendations for continuous improvement * Supports the development and implementation of post-conflict and post-investigation restorative measures * Provides direction and feedback to program partners and Consultants, including internal and external investigators, external Ombuds and Respectful Workplace Advisors and Coordinators * Ensures effective program evaluation measures are in place and monitors and analyzes the frequency and nature of issues raised through the Ethics and Merit Office and how they are resolved

* Identifies critical cases and workplace trends, issues and risks and develops and implements appropriate mitigation strategies, in consultation with Human Resources, Legal, Internal Audit, and other stakeholders * Supports effective and regular quarterly and annual reporting on issues and cases raised through the Ethics and Merit Office as well as overall program activity and effectiveness to senior leadership and employees, as well as the Board of Directors * Assists the Ethics Officer in fulfilling the Ombuds role, providing Ombuds service and support to employees at all levels in the company, including unionized and management staff. * Demonstrates empathy, consideration and respect in interactions with employees and contractors using the programs and protects their privacy and confidentiality to the extent possible.


* University degree in Law, Business, Human Resources, Social Sciences, or similar program * Minimum 10 years' experience interpreting and applying Code of Conduct and Respectful Workplace policies, including conducting investigations, analyzing complex matters of fact and law/policy, writing reports, and presenting findings to senior leaders and identifying and mitigating conflicts of interest * Proven track record of critical thinking and problem-solving skills and sound, independent judgment in complex cases * Ability to apply business acumen to identify and develop strategies, programs and solutions that are pragmatic and effective in the business * Strong written communication skills to share complex ideas in an understandable way in items ranging from formal reports, memos and letters to instructional materials, job aids and intranet stories * Strong facilitation skills and ability to manage challenging conversations in a calm, respectful and diplomatic manner * Strong cross-cultural skills, and cultural sensitivity * Knowledge of and experience in conflict resolution practices and techniques and trauma- informed practices.
