Salary: $64,367.58 - $72,917.30 – Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary. 
An additional 3% Location Allowance will be added to posted salary for northern location. 

About the Job:               
The Permit Administration Technician (PAT) reviews and makes determinations in the administration of a portfolio of Land Act tenures and Forestry Licenses by drafting and implementing new and amended contractual and administrative agreements, conducting detailed analysis, interpreting Acts, Statutes and Regulations, and determining fees. The PAT reviews and approves applications related to transfers, amalgamations and name changes, including issuing permits under the Energy Resource Activities Act (ERAA). The PAT maintains data integrity including spatial and non-spatial data capture, entering/editing and updating all Crown land approvals into databases and records utilized by the BCER, the public and other Government agencies.

Responsibilities

Conduct extensive research and data analysis to review land use and forestry applications, draft language and recommendations, and exercise delegated authority in the approval of permits and licenses under applicable legislation, regulations, policy, and guidelines.

Provide determination and rationale for all applications pre and post approval for the statutory decision makers.  This includes new and historical applications, and amendments.

Draft language and provide recommendations for legal documents to be signed and approved by the supervisor to ensure limited interpretation and BCER liability (pipeline, road, and facility permits).

Amend, modify, and terminate existing tenures and Crown interest under the Land Act.

Cancel surrendered permits and authorizations under the ERAA.

Act as ‘BCER for Taking Affidavits in British Columbia’ with respect to BCER business including signing of land title documents.

Utilize mapping systems to research and analyze spatial data and information to make determination to accept or decline post construction and survey plans including recommendation of enforcement action to Compliance & Enforcement where necessary.

Conduct extensive research and data analysis to reconcile and identify spatial anomalies in internal and external government systems and ensure that data is corrected.

Issue, monitor, manage, and resolve Administrative Non-compliances.

Calculate rental fees and generate invoices to companies under the Land Act.

Research and reconcile annual pipeline invoice disputes, determines validity, and defines course of action.

Monitor merger activity, ensure that appropriate amalgamation and/or name change documentation has been submitted, and update applicable databases and files.

Manage and evaluate assigned change of control applications; identify problems, work with applicant to rectify issues, and render final determination providing rationale.

Process well name change amendments to reflect corporate partnerships.

Review and accept new company applications, ensuring correct information is submitted via Petrinex.

Review and approve permit transfers, company name changes and amalgamation applications.

Provide training, support, and assistance to BCER staff, other Government agencies and stakeholders regarding ownership and land status data, legislation, regulations, policies, procedures and guidelines.

Provide competent recommendations, and technical support in the development of process and new internal information systems.

Represent the Responsible Development branch as a subject matter expert on internal corporate committees.

Provide expertise and support in the drafting of BCER internal and external manuals and forms.

Qualifications

Education:
Diploma in a relevant field such as Business Administration, Legal Assistant/Paralegal, Resource and Land Management, and a minimum four years of related experience.

An equivalent combination of education, training and experience may be considered.               

Experience:
Demonstrated experience in interpretation of legislation, regulation and policy ensuring compliance.

Demonstrated experience in conducting extensive research and data analysis.

Demonstrated experience in working with cadastral maps, plans and/or legal descriptions, reviewing spatial data sets.

Demonstrated experience in preparing and/or reviewing resource development plans or land use plans.

Demonstrated experience in reviewing and approving applications and issuing licenses, permit documents and/or other legal contractual documentation. 

Demonstrated knowledge of fee billing and invoicing, including complex calculations of rental/fees.
