Salary: $76,313.27 - $86,898.73 – Temporary Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for northern location.
About the Job:
The Landowner Liaison proactively interacts on behalf of the BCER with community and landowners where energy activities may or currently occur. The Landowner Liaison is responsible for programs that enhance positive relations among diverse parties on matters related to rights and terms of entry on private and agricultural leased lands, public engagement, and conflict management, ensuring energy activities are conducted in accordance with regulations, standards and best business practices, to minimize impacts.

Landowner Liaison
Proactively plan, develop, implement, and coordinate a program that offers landowners, public and tenure holders’ access to information and advice regarding their rights and mitigative options related to energy resource industry activity on or near their private or tenured land.
Establish goals and objectives, recommend changes and improvements to build the profile and public confidence in the BCER’s public engagement, dispute facilitation services, application and decision-making processes.
Use data tracking systems to identify trends and avoid the re-occurrence of events that result in negative impacts on landowners.
Audit public engagement, analyzing results and identifying potential issues and conflicts, develop strategies to minimize negative impact of sensitive issues.
Review application material to ensure accuracy and completeness; identify outstanding issues or risks, and recommend conditions to support decision-making.
Review and respond to concerns expressed by landowners, tenure holders, and the public on matters related to energy exploration, development, transportation, and production activities.
Respond to issues/questions that arise as BCER approved activities evolve through the various stages.
Advise industry on best practices related to highly sensitive, political or public issues.
Analyze information and decide upon strategic approach to facilitate dispute resolution.
Facilitate communication between conflicted parties and assists in developing mitigative options for resolution.
Represent BCER at public meetings and open house forums.
Provide advisory services to BCER staff and Executive regarding proactive and current issues management.
Research, investigate, collect, analyze, document, and present recommended solutions and strategic action to Executive and other government officials.
Prepare responses on issues brought forward to Executive and other government officials, providing background and decision-making rationale for use in response to further questions or issues.
Provide guidance on development of landowner related regulations in accordance with the Energy Resources Activities Act.
Complete report of dispute facilitation outcomes related to energy activity applications to assist BCER in reaching well informed decisions.
Provide information and may be called on to represent BCER in appeals related to activity application decisions.
Education:
A degree from a recognized post-secondary institution in a relevant field such as Communications, Conflict Resolution, Mediation, Land Administration, or Resource Management, and minimum three years related experience; or
A diploma in a relevant field such as Communications, Conflict Resolution, Mediation, Land Administration, or Resource Management, and minimum five years related experience.
An equivalent combination of education, training and experience may be considered.
Experience:
Demonstrated experience in public relations, community engagement, and consultation processes, particularly within the context of natural resource development and landowner relations.
Demonstrated experience developing and implementing communication strategies to manage diverse stakeholder interests.
Demonstrated experience facilitating dispute resolution processes and managing conflicts.
Demonstrated experience establishing, monitoring and reporting on strategic objectives.
Demonstrated experience in program management.
Demonstrated experience building and maintaining collaborative relationships with diverse stakeholders including municipal governments, Indigenous communities, and industry partners.
Demonstrated experience using data tracking and analysis tools.
