The Ministry of Housing is responsible for administering the recently passed BC's Short-term Rental Accommodations Act (STRAA) and its associated regulations. The new legislation one of government's direct responses to BC's housing challenges and is one of the action commitments in the Province's April 2023 Homes for People plan.

The key goal of the new regulatory regime is to encourage the transfer of "entire home" accommodation properties from short-term rentals to the long-term housing market. It will do this by requiring all short-term rental (STR) offerings to be registered with a new provincial registry and post the registration number in their online listing. The legislation also limits STRs to the hosts' principal residence, plus one secondary suite or accessory dwelling unit, except where exempt in some areas of the province. STR platforms (e.g., Airbnb, VRBO) will also be required to register.

The Executive Director, Short-Term Rental Branch provides leadership, strategic direction, compliance and enforcement expertise, and stakeholder coordination to advance provincial actions to restrict the number of STRs in British Columbia and ensure compliance with the new requirement to register them. This includes the oversight, planning, development, and delivery of the new regime, including development of a new IM/IT system to support the Registry, hiring new staff, establishing processes and policies that ensure registrations, investigations and decision-making is consistent with the legislation and the principles of administrative justice. The Executive Director will oversee statutory decision-makers with authority to grant or refuse applications to register, suspend registrations, investigate alleged non-compliance with STRAA, issue compliance orders, order payment of administrative monetary penalties, and apply to the BC Supreme Court for injunctions.

Job Requirements:
  • Bachelor's degree in urban planning, geography, public administration, business, commerce, economics, law, computer science, or a related field. An equivalent combination of education, training, and experience may be considered.
  • Minimum of five (5) years of management experience at progressively more senior levels, including experience in each of the following:
  • Experience leading projects that have significant public profile and involve major policy and organizational changes (e.g. implementation of new programs, development of service models and digital services, handling resistance to change and facilitating implementation of successful change actions).
  • Experience establishing and maintaining collaborative relationships with a range of stakeholders with diverse needs and interests.
  • Experience writing or overseeing Cabinet and Treasury Board submissions or other complex legislative or financial materials.
  • Experience leading a team, including planning and prioritizing work, hiring, performance management, coaching, engagement, and managing HR issues.


Preference may be given to applicants with:
  • Experience leading significant legislative or regulatory change initiatives.
  • Experience working with local governments, the private sector, or Indigenous Peoples, including negotiation of complex issues with parties having competing interests.
  • Master's degree in law, business administration, public administration, or a related field.
  • Experience in a public sector compliance and enforcement role.
  • Over five (5) years of management experience at progressively more senior levels.
