Reporting to the Director, Payroll Operations, the Senior Manager provides leadership to a team of management and Schedule A HR professionals who provide expert advice, options, and recommendations across the public service in matters relating to payroll, which is central to ensuring successful bi-weekly payroll in accordance with collective agreements and HR policy for 35,000+ employees. The Senior Manager provides oversight of the design, development and implementation of the public service payroll system management, related analytics and reporting, training requirements and initiatives.

The Senior Manager is responsible for acting as the second in command for the Director and is responsible for the tactical planning, delivery, and continuous improvement of services, the business process flow and evaluation of the effectiveness and efficiency of the service delivery. The position also plays a critical leadership role supporting the delivery of major high-profile and complex initiatives and projects to ensure services and operations are consistent with best practices.

Job Requirements:
  • Post Secondary Degree or diploma in Business Administration, Public Administration or a related field; AND
  • Two (2) or more years of experience in a payroll services role.
  • Related experience can include the following:
    • Experience as a supervisor in a fast paced, high volume operational setting, supervising staff who provide interpretation on policy and legislation.
    • Experience leading and resolving complex issues with clients and staff.
    • Experience developing and maintaining working relationships and resolving problems with clients and partners.
    • Experience working with senior government officials, senior level professionals and a wide range of partners.
    • Experience leading change management and engagement activities.
    • Experience preparing strategies, action plans and special projects related to sensitive and diverse issues.
  • An equivalent combination of education, training and experience may be considered.

Preference may be given to applicants with:
  • Experience related to the design, evaluation and direct delivery of human resource programs, including labour relations.

This position can be based in any of the following BC Public Service Agency offices: Victoria, Vancouver, Nanaimo, Kamloops, Prince George, Nelson
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
An eligibility list may be established for future temporary and permanent opportunities.
Employees of the BC Public Service must be located in BC at the time of employment.
