The BC Association of Aboriginal Friendship Centres (BCAAFC) is the umbrella organization for Friendship Centres across BC. Friendship Centres are not-for-profit, Indigenous-led, social service organizations that work to promote, develop, and deliver accessible programs and services that support Indigenous peoples living in urban areas and away from home. They provide a wide range of wraparound programs and services to communities - youth, child and family wellness, employment and training, education, health, economic development, language, culture and arts, preventing violence, sport and recreation, and community outreach.
BCAAFC promotes the betterment of Friendship Centres in BC, maintains communication between Friendship Centres, other provincial associations and the National Association of Friendship Centres, and supports the development of programs to improve the quality of life for Indigenous people living in BC.

About the OpportunityThe BCAAFC is looking for a full-time Human Resources Manager based in Victoria, B.C., on a hybrid work model.
Reporting to the Director of Operations & Organizational Leadership, the Human Resources Manager provides both strategic and operational leadership across all HR functions. This role is accountable for strengthening organizational systems, ensuring legislative compliance, leading change management initiatives, and fostering a culturally safe, inclusive, and high-performing workplace.
More specifically, your responsibilities include but are not limited to:
- Serving as the senior HR advisor to leadership and staff on employee relations, performance management, and organizational development
- Leading full-cycle recruitment, workforce planning, onboarding, and talent acquisition strategies aligned with organizational values
- Driving proactive change management initiatives and strengthening formal HR structures, policies, and documentation
- Managing and continuously improving the performance management framework, including coaching and succession planning support
- Overseeing the development, implementation, and review of HR and workplace policies to ensure compliance with BC employment legislation
- Leading occupational health and safety programs, including WorkSafeBC compliance, claims management, and workplace accommodations
- Supporting disability management and inclusive employment practices grounded in human rights legislation
- Overseeing employee benefits administration and vendor relationships
- Collaborating with Finance and payroll to ensure accurate compensation administration and reporting
- Supervising and mentoring the Human Resources Assistant to ensure effective HR service delivery
- Preparing HR reports, metrics, and risk mitigation strategies to support informed leadership decision-making
- Embedding culturally safe, trauma-informed, and anti-oppressive practices across all HR functions
To qualify, you will need a degree or diploma in Human Resources Management and a Chartered Professional in Human Resources (CPHR) designation. A minimum of 4 years of progressive HR experience, including experience within the non-profit sector, will also be essential. Demonstrated experience in change management and a strong working knowledge of British Columbia employment legislation are required for success in this role.
Additionally, the following skills and background will be highly valued:
- Experience working within an Indigenous organization or community-based non-profit environment
- Knowledge of culturally safe, trauma-informed, and anti-oppressive workplace practices
- Experience supporting neurodiverse employees and navigating workplace accommodations and disability management
- Proficiency with HR information systems and Microsoft Office Suite
- Experience developing formal HR frameworks, evaluations, and organizational documentation
