About the OpportunityNeil Smith Construction Ltd. is looking for a full-time Civil Project Manager, Utilities & Earthworks based in Richmond, BC.
You will play a key role overseeing civil infrastructure projects while contributing to estimating and pre-construction review when new tenders are being evaluated.
In this position, you will be primarily responsible for managing civil construction projects from setup through closeout, including project planning, cost control, schedule coordination, subcontractor management, and technical coordination to ensure successful delivery.
More specifically, your responsibilities include but are not limited to:
- Planning and initiating projects by defining scope, deliverables, schedules, budgets, resources, and execution plans
- Managing tendering and procurement, including subcontractor selection, purchase orders, and contract compliance
- Preparing cost forecasts and controlling project finances, including tracking expenditures, managing cash flow, approving invoices, and administering variations or claims
- Developing and maintaining project schedules while coordinating crews, subcontractors, equipment, and site logistics
- Overseeing site operations to ensure safe, efficient production across all project phases
- Reviewing drawings and resolving RFIs, coordinating with engineers, designers, and utilities, and managing design or scope changes
- Implementing QA/QC processes, coordinating inspections, and ensuring work meets specifications and standards
- Enforcing health, safety, and environmental requirements, including risk assessments, permits, incident response, and environmental controls
- Maintaining project documentation, including daily reports, site records, progress logs, and submittals
- Ensuring regulatory compliance, including permits, inspections, and traffic control plans
- Identifying and managing project risks, maintaining risk registers and mitigation plans
- Communicating with clients, stakeholders, and internal teams, providing progress updates and resolving project issues
- Coordinating project closeout, including punch lists, as-builts, O&M manuals, training, and final handover
To qualify, you will have 5+ years of experience in civil construction project management within the Vancouver or Lower Mainland market, with a strong working knowledge of MMCD (Master Municipal Construction Documents). Experience delivering projects involving earthworks, underground utilities, and municipal infrastructure or service work will be essential. Ideally, you will hold a Bachelor’s degree in Civil Engineering or a related engineering discipline; however, a combination of relevant experience and training will also be considered.
The following are required:
- Valid driver’s license
- Ability to travel between the office and project sites across the Lower Mainland
Additionally, the following skills and background will be highly valued:
- Demonstrated experience managing civil infrastructure projects from setup through completion
- Ability to interpret engineering drawings, review specifications, and manage RFIs, change orders, and contemplated changes
- Experience coordinating subcontractors, field crews, equipment, and site logistics
- Proficiency with Bluebeam, Microsoft Excel, and Microsoft Project or similar scheduling tools
- Strong understanding of project budgeting, cost tracking, forecasting, and contract administration
- Experience supporting or contributing to estimating and tender review processes
- Familiarity with construction safety standards and regulatory requirements
- PMP certification (asset)
- P.Eng designation or eligibility (asset)
