Job Summary

Bring your expertise in program analysis, administration and evaluation and join a dynamic team supporting agriculture and food entrepreneurs and businesses!

The Ministry of Agriculture and Food's Food and Beverage Branch leads market and business development activities for farmers, food processors and Indigenous communities as well as key initiatives such as Feed BC, Buy BC, and the B.C. Food Hub Network. Working in partnership with various stakeholders, industry, and all levels of government, the Business and Workforce Unit delivers a suite of programs and services to support current and next generation agriculture and food entrepreneurs through business supports and resources to enhance the sector's capacity, resilience, inclusivity, and competitiveness. The team works collaboratively with other Ministries, federal agencies, Indigenous peoples, industry, and other stakeholders to support the sustainable development, management, profitability and resilience of farm businesses and Indigenous food systems, to foster the attraction and retention of youth, new entrants and workers into the agriculture sector, and to advance reconciliation and equitable participation in the agriculture and food sectors.

The Program Analyst supports the development and administration of agriculture and food business development, new entrant, and workforce programs and projects. The position leads the analysis, performance evaluation, and reporting on programs and projects and provides recommendations for improvement. The role supports the delivery and progress evaluation of the Ministry's New Entrant Strategy and supports emerging projects and programs of strategic importance to the Ministry. The role manages project contracts, assists with client outreach and the development of partnerships, and prepares reports and briefing materials. The role is critical to providing strategic analysis, research and recommendations for the development and improvement of business, new entrant, and workforce development programs, and supporting inclusion and accessibility across programs and service delivery.

Job Requirements:
  • Bachelor's Degree in a related discipline (business administration, public administration, economics, agriculture, food systems, or similar field) and two years of related work experience; OR
  • Diploma in a related discipline (business administration, public administration, economics, agriculture, food systems, or similar field) and three years of related work experience; OR
  • An equivalent combination of education, training and/or experience may be considered.

Related work experience includes:
  • Experience in project/program management (i.e. leading or managing projects or project components); AND
  • Experience in analyzing and evaluating program performance; AND
  • Experience conducting research and analysis, evaluating information, and providing advice to management/executives; AND
  • Experience preparing a variety of written materials, such as research reports, position papers, briefing notes, program reports.

Preference may be given to applicants with:
  • Experience in agriculture, food, and/or seafood sectors.
  • Procurement and contract management experience.

Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
