Job Summary

The Compliance and Enforcement Branch (CEB) of the Integrated Resource Operations Division is the enforcement program for the Ministry of Forests. The Branch delivers a range of compliance and enforcement services, including inspections, investigations and enforcement in relation to several provincial and federal statutes.

CEB's Integrated Enforcement Team (IET) provides advanced investigative expertise and compliance and enforcement services to various agencies within the natural resource sector in relation to major, complex or high-profile issues that threaten environmental, public safety and revenue related values, and is deployed anywhere in the province based upon need.

The Senior Provincial Natural Resource Officer (NRO) - Resource Damages Specialist provides supervision of investigation teams, including operational direction and oversight of complex and high-profile investigations, and includes coaching, mentoring and training of NROs to build and enhance the Branch's advanced investigation capacity. This position carries out their duties with a high degree of independence and is expected to maintain a high level of knowledge, skill and ability.

Job Requirements:
  • Registered, or immediately eligible for registration, as a Registered Professional Forester with Forest Professionals BC (FPBC). Note: immediately eligible for registration is defined as being able to transfer a current membership from an applicable jurisdiction to the BC association within six (6) months of employment. Confirmation of registration/eligibility is required before an offer of employment can be made.
  • University degree or technical diploma in a related discipline such as Forestry or natural resource management, administrative law, or investigation and enforcement and extensive and recent related experience; or an equivalent combination of education and experience may be considered.
  • Comprehensive experience understanding of the Wildfire Act, Forest and Range Practices Act, and the Forest Act, and respective regulations and their interactions.
  • Experience with evidence gathering and preservation.
  • Experience with survey methodologies and analysis.
  • Experience with natural resource damages quantification and evaluation.
  • Experience with policy, procedure and legal precedence.
  • Demonstrated and related work experience in the field of compliance and enforcement of environmental statutes, regulations, and standards conducting investigations of non-compliance.
  • Demonstrated and related work experience in the field of enforcement actions (e.g. recommendations of charges and/or administrative penalties or sanctions), and planning and/or leading compliance projects.
  • Experience of Major Case Management Principles.
  • Special Provincial Constable (SPC) status OR satisfactory background, security check and training to qualify as Special Provincial Constable.


Preference may be given to those with one (1) or more of the following:
  • experience developing and/or supporting Wildfire Damage Assessment packages for CEB Wildfire Act investigations as per WFA section 25/27;
  • experience in identifying and quantifying affected Crown resource values; and/or,
  • experience collecting evidentiary documents to determine dollar value of Crown resources damaged by human-caused wildfires and other resource related infractions.

About this Position:
There is currently one (1) permanent, full time position available.
This position can be based in any of the following Ministry of Forests' offices: Campbell River, Castlegar, Chilliwack, Cranbrook, Dawson Creek, Kamloops, Nanaimo, Penticton, Prince George, Revelstoke, Quesnel, Smithers, Squamish, Terrace, Vernon, Williams Lake.
Depending on the successful candidate's location, a bi-weekly isolation allowance may apply.
Applicants who do not fully meet the required qualifications may be considered for this position, but at a lower classification.
An eligibility list may be established to fill future temporary and permanent vacancies.
