The Ministry of Health is responsible for maintaining an accessible, high quality, affordable system for health service delivery that meets the needs of the citizens of the Province of BC.The Finance and Corporate Services Division supports the Ministry Executive and programs and health authorities.The Audit and Investigations Branch provides effective oversight of PharmaCare, and the Medical Services Plan (MSP), including eligibility and ministry compliance.The Billing Integrity Program provides audit services to the MSP and the Medical Services Commission (the Commission). The Commission is authorized to monitor the billing and payment of claims in order to manage expenditures for medical and health care benefits on behalf of MSP beneficiaries.

The successful applicant is responsible for leading a team of four (4) or more senior auditors engaged in performing complex, multiyear audits of specialized medical and health care practitioners, labs, medical facilities and private clinics. They are also the main liaison for contracted Medical Inspectors to assist with technical and other issues.

Job Requirements:

Education and Experience:

  • Chartered Professional Accountant (CPA), Certified Internal Auditor (CIA) or a Certified Fraud Examiner (CFE), in good standing AND a minimum of two (2) years related audit experience (Note: If your designation was obtained from outside of Canada, you will need to confirm it has been assessed for equivalency through an applicable Canadian Accounting Association) OR
  • Bachelor's Degree in Finance, Accounting or a related field, AND a minimum of three (3) years of related audit experience OR
  • An equivalent combination of education and related experience may also be considered.
  • Note: Applicants who have not fully obtained their CPA designation (or equivalent)may be considered for this opportunity however, they will not qualify for the 6.6% Temporary Market Adjustment (TMA) until their designation is accredited.


Related Experience must include all of the following:
  • Leading or supervising staff.
  • Interpreting and applying legislation, regulations, policies, and procedures to determine appropriate course of action.
  • Conducting complex financial, procedural and/or compliance auditing.
  • Communicating on topics of a sensitive nature, with a proven track record of demonstrating accuracy, confidentiality, and discretion.
  • Managing numerous complex concurrent projects.


Preference may be given to applicants with two (2) or more of the following:
  • Experience in statistical sampling techniques and extractive audit procedures utilizing advanced software packages such as MicroStrategy.
  • Experience with the BC public healthcare sector.
  • More than three (3) years' experience in auditing.
  • Experience presenting written material to a wide variety of clients, colleagues and/or senior management.


Preference may also be given to applicants who identify as Indigenous (First Nations, Métis or Inuit)

Proviso:
  • Must be able to travel. The Team Lead, Audit, is required to travel throughout the province to conduct onsite audits.
  • Must possess and maintain a valid BC Class 5 Driver's License.
