The Ministry of Transportation and Infrastructure's Engineering group develops and implements province-wide engineering and environmental standards, develops policies and procedures to support the application of those standards, and provides engineering and technical services to a variety of Ministry projects. In developing and delivering these services, staff work closely with a variety of stakeholders including other provincial and federal governments, non-profit groups, research organizations, and the general public. Our staff provide expert advice to the ministry and to allied organizations for the planning, design, construction, maintenance and rehabilitation of British Columbia's highways and bridges. Our staff also ensure that the Ministry of Transportation and Infrastructure provides, receives and implements engineering and technical works that meet or exceed industry standards.

The Environmental Management Branch consists of two interdependent sections: Environmental Service Delivery, and Environmental Programs, Policy, and Standards. This position falls under the Environmental Service Delivery section.

The Environmental Services section consists of a team of dedicated environmental experts with mandates ranging from broad province-wide program delivery, to local minor project support. The section develops and maintains policies, standards, specifications and procedures; conducts research; provides expert counsel to ministry staff on environmental issues; provides and procures a wide variety of environmental services; and works with regulatory and other bodies to obtain permits and develop industry best practices. The section is responsible for general environmental management, and ensuring that due process is followed to protect and /or mitigate impacts from road planning, design, construction, and highway operations on natural, biophysical and socio-community resources. The section is also involved with a number of ongoing programs to enhance and manage the highway rights-of-way.

Regional Manager Environmental Services is an integral part of project delivery teams, providing expert environmental advice, securing regulatory approvals and permits, coordinating information collection, and developing creative mitigation options. This position also leads dedicated environmental projects (i.e. not a part of a larger highway construction project), and is responsible for determining scope, timelines, budget, and timely delivery. In order to be successful, the Regional Manager Environmental Services relies on a team of direct reports and contracted resources, and occasionally, other government agencies and environmental non-profit groups.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • An Undergraduate degree in Biology, Environmental Studies/Management, Environmental Engineering, Geography, or similar natural resources discipline PLUS five (5) years *related experience ; OR
  • An undergraduate degree in business or public administration with relevant coursework, PLUS five (5) years *related experience ; OR
  • A diploma in a similar natural resources field PLUS seven (7) years *related experienc e ; OR
  • An equivalent combination of education and experience may be considered.

*Related experience must include all of the following:
  • Experience interpreting and applying environmental management legislation, regulations and policies, and best management practices, preferably to highway related projects and operations.
  • Experience in facilitating the development of partnership agreements with stakeholder groups.
  • Experience in negotiating/mediating solutions, preferably in an environmental management field.
  • Experience developing and managing contracts
  • Experience working on large multi-disciplinary teams with diverse project related perspectives.

Willingness statement:
  • Class 5 driver's license and willingness to travel.
