There is an opportunity for an experienced procurement professional with major capital project expertise to join the Site C Project Team to contribute to the design and implementation of the procurement of the Site C Clean Energy Project.

The general scope of the work is to provide leadership and guidance in the procurement of a wide range of services to support delivery of the Site C Project, particularly those with high value, high complexity and/or high risk impacts, in accordance with BC Hydro procurement policies and processes.

The successful candidate will: • Be responsible for recommending procurement models and determining appropriate sourcing methods.

• Prepare supply chain documents such as procurement strategies and contracting plans, RFTs, RFPs, RFQs, RFSQs, RFEI, etc., and approval documents such as recommendations to negotiate or award.

• Manage structured procurement processes from strategy to award, while providing leadership, strategic and advisory support to diverse project teams.

• Work with the Site C team to identify project requirements based on internal current state analysis, financial consideration, best business practice, supply base characteristics, industry offerings, legal considerations, level of risk to BC Hydro and any other opportunities or factors unique to the service to be sourced.

• Plan and monitor milestones throughout the contract formation process, and will provide regular progress updates to management. Escalate any issues that may negatively impact the success of the procurement process.

• Lead negotiations with suppliers.

• Participate in the identification and development of business process improvements to enhance operational efficiency.

• Develop and maintain positive relationships with key stakeholders at all levels within the Site C organization and external to BC Hydro.


• Undergraduate level degree in an engineering or business - related subject (or equivalent combination of qualifications and experience).

• A Supply Chain Management Professional (SCMP) or equivalent designation along with strong knowledge of markets and supply chain management best practices and trends (or equivalent combination of education and experience).

• 7-10 years of procurement and sourcing experience in progressively senior roles (or equivalent).

• Demonstrated ability to successfully manage medium to large procurements. Experience must include: the development of procurement/ contracting strategies, including determining the optimal risk allocation; the preparation of procurement and contract documents; and leading contractor/ supplier negotiations.

• Strong interpersonal, negotiating, project management, planning and organizational skills.

• Excellent written and verbal communication skills

• Ability to thrive in a fast paced project environment

• Good understanding of contract and competitive bid laws.

• Experience operating within crown corporations or government environment is considered an asset.

• Proficiency with MS Office including MS Word, Excel, and PowerPoint.

• Proficiency with MS SharePoint.

ADDITIONAL INFORMATION Experience in negotiation in clearing and forestry types of contracts is preferred.
