In 2019, the Province of BC announced a new strategy, A Pathway To Hope, that aims to address service gaps and to integrate service delivery for mental health and substance use services. As part of this strategy, the Ministry of Children and Family Development (MCFD), is expanding specialized services for children and youth with severe mental health and/or substance use conditions that require intensive services. The High Intensity Outreach Team (HIOT), will be composed of specialized clinical staff and outreach workers who will provide mental health and substance use treatment for at-risk children and youth through in-person and virtual outreach services.

The High Intensity/Outreach Clinician provides short term, intensive clinical services including risk assessment, safety planning, crisis intervention and stabilization care plans for children and youth experiencing acute mental health and/or substance use challenges. The High Intensity/Outreach Clinician provides urgent mental health care in community, using an integrated service approach, to reduce the need for hospitalization and provide aftercare to help clients return home to community from inpatient services. The High Intensity/Outreach Clinician works closely with families and caregivers to support the implementation of treatment recommendations and the day-to-day care and supervision of children and youth experiencing acute mental health and/or substance use challenges.

Through consultation, the High Intensity/Outreach Clinician collaborates with regional service providers and will build and maintain relationships with community mental health and substance use services, local hospitals and Indigenous agencies to support continuity of care and integrated service delivery for children, youth and families. The High Intensity/Outreach Clinician will support the implementation and development of regional HIOT services and the alignment of services within the A Pathway To Hope provincial strategy.

Job Requirements:
  • Masters in Counselling, Social Work, Educational Counselling, Clinical Counselling, Clinical Psychology or Child and Youth Care or comparable graduate degree at the Master's level in a similar subject may be considered.
    • NOTE:If your degree was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services ( ICES ). You must provide a basic report by the closing date of this posting to be considered.
    • Applicants with a completed Bachelor degree and are within 6 months of completion of their Masters degree may be considered. Applicants must provide a letter from their educational institution confirming completion of their Masters degree requirements.
  • Minimum of one (1) year full-time equivalent experience working with children and youth and their families, with responsibility for providing a wide range of community based mental health services.
  • Must possess and maintain a valid class 5 BC Driver's license with no restriction or equivalent (i.e. from another Canadian Province).

Preference may be given to applicants with the following:
  • Two (2) or more years of experience working in a treatment role with children and youth with mental health and substance use challenges.
  • Experience providing services utilizing an outreach model.
  • Experience providing services utilizing a strength-based case management model and multi-disciplinary wrap around services.
  • Experience liaising with or working in hospital settings.
  • Applicants who self-identify as First Nations, Métis or Inuit with the required combination of education and experience.

Applicants who do not fully meet the required qualifications may be considered for this position, but at a lower classification.
