The Solutions Architect reports to the Manager, Service Delivery and is a key member of the WEST Alliance Office team which is accountable for the development of the overall vision and execution of the related solutions. This includes coordinating the development and implementation of the service architecture, formulating policies and standards related to that architecture and communicating service design to staff as required. The Solutions Architect provides expert consultation, vision and leadership in the analysis, feasibility, design, planning, implementation, and use of the WEST service offerings. Coordinates the infrastructure planning for corporate large-scale system initiatives and coordinates the procurement of external services. The Solutions Architect works within a complex, province-wide multi-site environment, consulting and collaborating with various groups including Health Authorities (HA's), WEST Alliance Office, contractor (NTT) colleagues, and IMITS. Provides input into the development of policies, annual goals and objectives for the area of responsibility.

What you'll do:
  • Coordinate service planning for corporate large-scale systems initiatives, working closely with business units, functional area managers, senior WEST team and HA architecture team members to define the goals, objectives and plans that direct systems design and implementation activities. Resolve problems and scheduling conflicts and provides status updates and reports.
  • Interface and coordinate tasks with internal and external technical resources. Collaborate with WEST and contractor Project Managers and technical directors to provision estimates, develop overall implementation solution plan, and serve as a lead as required, to implement the installation, customization, and integration efforts.
  • Lead the development of formalized solution methodologies, including building and maintaining repository for deliverables, methodologies, and business development documents. Write, or direct the writing of white papers that add further insight and thought in the solutions area.
  • Define the principles that guide technology decisions for WEST, engage with the HA's in accordance with WEST governance, and develop and implement policies and standards related to technology architecture. Formulate strategies and plans for short-term and long-term services that support both WEST and our client's business needs. Lead the process and facilitate provincial working groups in the evaluation and selection of hardware and software product standards and the design of standard configurations.
  • Communicate the technology infrastructure to WEST staff, management, stakeholders, and project teams.
  • Research and analyze market, technology, and industry trends and standards related to technologies that affect network, security, server infrastructure, and other platforms for the purposes of determining potential impact on WEST service strategy and the suitability of different approaches in solving emerging business needs. Provide recommendations on the use and evolution of IT architecture.
  • Liaise with outside vendors, review bids and/or negotiate equipment and/or service contracts, and make recommendations where necessary to the Manager. Monitor the level of support to ensure requirements and expectations of the contract(s) are met.
  • Ensure that security solutions and access controls are designed in a way to provide appropriate, demonstrable and coordinated security procedures and practices that are compliant with related law, regulation, policy and professional standards, including the security standards and policies established within each of the HA's. Provide monitoring, auditing and investigation expertise into security, policy and appropriate use violations.
  • Provide expert technical advice and consultation by performing analysis, formulating recommendations for proposed technology changes, and by providing input into application development and into the use of new technology for inclusion in the technology architecture. Represent WEST on provincial architecture groups and interface with architecture teams across the HA's. Provide consultation and advice to senior management on technology alternatives and solutions.
  • Develop annual goals and objectives for the area of responsibility, in alignment with the broader IT strategies, ensuring consistency with department plans and authority objectives and strategies.
  • Participate in assigned Provincial, and Federal committees; chairs and/or leads discussion as required.


What you bring:
  • A level of education, training, and experience equivalent to Bachelor's degree in computer science, engineering or a related study plus seven (7) years of recent related experience in a large, complex organization including experience with at least two IT disciplines from a client/server environment, project management, technical architecture, systems analysis, network management, application development, middleware, database management, and operations.

  • Ability to translate business needs into technical architecture requirements.
  • Ability to estimate financial impact of technical architecture alternatives. Ability to apply multiple technical solutions to business problems. Ability to quickly comprehend the functions and capabilities of new technologies.
  • Knowledge of emerging and transformational technologies (cloud, managed services). Knowledge with IT service Management (ITIL). Knowledge of Architecture Frameworks (TOGAF). One or more certifications in a solution product area.
