Reporting to the Corporate Manager, Technology Support, the Senior Systems Specialist is responsible for the day-to-day management and administration of the Provincial Health Services Authority's (PHSA) enterprise server infrastructure and related systems. This includes all file, print, application, web, messaging and database systems, as well as core infrastructure applications and functions such as storage, anti-virus and Active Directory. The Senior Systems Specialist provides second and third level support for Client and Application Support Teams, related to hardware and operating systems. In addition to developing specialized solutions to meet the organization's server infrastructure and communication requirements, the Senior Systems Specialist is responsible for the coordination, control, testing, maintenance and support of infrastructure systems to achieve the highest level of server and system and availability throughout the PHSA.

Scope and Complexity
The Senior Systems Specialist provides health authority-wide support for designated hardware infrastructure and operating systems across all PHSA agencies. The Senior Systems Analyst provides direct hands-on support for all aspects of the PHSA's server and operating system infrastructure, including second level and after-hours technical support, and training and orientation for Information Management/Information Technology (IM/IT) technical staff members related to the PHSA technical environment. Providing technical advice and receiving feedback from users of support systems, desktop images and technical standards, the Senior Systems Specialist may also assign tasks to designated staff in conjunction with the Technical Lead to maintain a 7*24 operating environment. Participates in maintaining and testing disaster recovery plans across PHSA.

The Senior Systems Specialist provides complex and varied functions in an environment that requires a high level of specialized technical skills to fulfill responsibilities for the most efficient and effective use of the designated service. The Senior Systems Specialist is responsible for ensuring that all server infrastructure systems are maintained by the highest levels of service availability and performance. Decision-making involves complex and diverse issues. Innovative solutions are required to position the organization to receive full benefit from this service and provide integrated solutions to support a patient centric care environment.

Communications
The Senior Systems Specialist communicates with staff at all levels throughout the health authority to ensure problem resolution and customer satisfaction. Internal contacts primarily include technical team members providing specialized technical support, information and knowledge to define, clarify and provide suggestions on sustaining and improving the PHSA server infrastructure. The Senior Systems Specialist serves on a variety of authority-wide, health service delivery area and departmental committees, task groups, internal working teams and corporate projects.
External communication includes contact with external peer groups and vendor partners to obtain technical advice and support to maintain PHSA business relationships and purchase equipment, services and resources.

What you'll do
  • Provides specialized technical troubleshooting and support in all aspects of server infrastructure and operating systems including file and print, web, database, messaging, anti-virus, storage environments. Implements solutions that promote the integration of technologies based on industry standards, and are compatible with PHSA's network environment.

  • Coordinates and implements system upgrades and system tuning to ensure maximum performance, security and stability of servers, including capacity planning (storage, processor, memory, bandwidth, etc) for current and anticipated loads in response to policy, client requirements or technology related to server systems.

  • Develops technical support procedures, for such areas as hardware/software installation and testing, and ensures system documentation is developed and maintained, including backup schedules and disaster recovery planning. Develops and communicates plans for planned downtime. Provides after hour support related to server hardware and applications.

  • Provides technical consulting related to the acquisition of new systems and standards or the implementation of new applications on existing systems. Prepares technical whitepapers and develops business cases that assist decision making processes. Installs, configures, tests and maintains hardware and software in support of approved projects.

  • Provides staff training and orientation, and develops supporting instructional material.

  • Maintains an awareness of current information system trends and issues through literature review, contact with peers at other organizations and attendance at seminars, workshops and educational programs.

  • Performs other related duties as assigned.


  • What you bring

    A level of education, training and experience equivalent to a Bachelor of Science Degree in Computer Science or related field, plus five (5) years recent related experience in an information systems technical environment. Proven hands-on specialized project experience with UNIX, VMS or Microsoft's infrastructure tools and technologies including HP-UX, Solaris, Windows NT/2000/2003 operating systems.

    Expert knowledge and understanding of core Microsoft technologies and strategies, including technology design, implementation equipment and support functions related to Exchange, SMS, Visual Basic, IIS, Active Directory, SQL Server, DNS, VPNs and general networking. Strong enterprise-level experience in the systems administration and implementation in a large-scale environment, including backup and recovery methods. Excellent interpersonal, oral and written communication skills with the ability to communicate complex ideas in simple terminology. Ability to understand and clearly relate technical information and principals of operation to other members of the organization. Ability to analyze operational problems and recommend innovative solutions, demonstrating time management skills. Proven ability to plan and execute complex projects with stringent budgets and timelines. Communications certification such as Microsoft MCSE/MCDBA or Cisco CCNA would be an asset.
