Metro Vancouver BC An opportunity to act as BC Housing's representative and champion industry best practices to ensure the on-scope delivery of new social housing projects and repairs, maintenance and improvement of existing homes
Reporting to the Manager, Land Development - Riverview Lands, you will provide technical services relating to the design, development and construction of assigned capital projects including, but not limited to new social housing projects and/or the repair, maintenance and improvement of civil infrastructure or services, directly managed housing stock, buildings or group homes.. This will include conducting detailed plan and specification reviews, as well as site inspections during construction, providing contract administration services for new developments, and monitoring the work of inspectors, architects, other consultants and general contractors. As someone who keeps abreast of current industry practices, you will see to it that all housing program projects developed and administered by BC Housing comply with the appropriate design and construction standards.
Specifically, you will:
oversee the coordination and adherence of infrastructure connection, traffic and safety protocols on the Riverview Lands, e.g., assist in establishing policies, procedures and strategies related to tenancy interface with infrastructural network, construction and development on the site; complete on-site project safety audits for compliance with WorkSafe BC rules and regulations; maintain database of workplace incidents/accidents; convey information to/between applicable organizations; etc.
provide technical and administrative services for new development of capital programs - act as contract administrator, monitor work of consultants and repair contractors to verify that contractual obligations have been met, prepare summary project status reports, conduct technical research, liaise with non-profit society representatives throughout the delivery of the project, and provide information to support the building envelope repair litigation process
Provide coordination with construction/project teams, tenants, public agencies and other stakeholders to ensure that access and traffic control (i.e.: lane openings and closures, signage & safety) are in conformance with project requirements and schedule and minimize the impact on other users on the site; reviews and provides commentary to construction/project teams on submitted Construction Management Plans and Traffic Management Plans; completes traffic control safety audits and inspections to ensure that traffic control equipment and procedures are effective.
Complete project safety audits to ensure compliance with all WorkSafe BC rules and regulations for all on- site activity; verifies that corrective action for identified safety deficiencies has been implemented; maintains an electronic database of workplace incidents/accidents and the associated details, including accident reports, WorksafeBC reports, security incident reports, & training logs. When required, elevates incidents to involve municipal bylaw enforcement or police.
Convey information to/between applicable organizations such as the City of Coquitlam, Metro Vancouver, Ministry of Transportation & Infrastructure, Ministry of Environment, TransLink, Coast Mountain Bus and others. In collaboration with Corporate Communications, liaises with internal and external stakeholders notifying all interested parties of traffic and parking changes and other site activities.
Assist in the coordination of other construction, renovation and development project and or activities occurring on the site
provide technical assistance to consultants and ministry representatives, advising on design, construction cost, schedules, details, materials and methods, interpreting and clarifying the BC Housing Design and Construction Standards, and reviewing changes to regulatory requirements
Along with a degree or diploma - minimum 2-year Building, Engineering or Architectural Technology Program or equivalent education to qualify as an Applied Science Technologist (graduate of an accredited building technology diploma program), you bring at least 5 years' experience in advanced level positions within the discipline. This will have included at least 2 years' acceptable technologist work experience, considerable related field experience, and 2 years' contract administration experience, including significant experience with industry standard construction contracts. An equivalent combination of education, training and experience acceptable to the employer will be considered.
You also have:
eligibility for a designation as an Engineer, Quality Surveyor, Architect or AScT (Applied Science Technologist) or CET (Certified Engineering Technologist) with Applied Science Technologists and Technicians of BC (ASTTBC)

experience inspecting new and existing buildings
ability to estimate construction costs for new construction, renovation and building envelope repair projects
proficiency in use of MS Office applications and Construction software
valid BC Driver's Licence
willingness to travel on Commission business and work periodic evenings and weekends.
Training in the following areas would be considered an asset: project management; building envelope principles; industry standards including regulatory requirements; construction contract administration; recommended construction practices.
