JOB DESCRIPTION Duties:
This position is for a Project Engineering Specialist within the Transmission Project Engineering team in Engineering. Engineers in this team may take on a Project Engineer role or an Owner's Engineer role, depending on the project.
* In the Project Engineer role, they manage the engineering component (Scope, Schedule and Cost) of large and/or technically complex projects which typically have a considerable profile, complexity and risk. Projects may include work being designed entirely within BC Hydro, entirely outside of BC Hydro, or a combination thereof. * They may perform the Owner's Engineer role on projects where some or all of the engineering work is done by a third party such as an outside consultant or equipment vendor. As an Owner's Engineer, they will coordinate and lead the internal review and acceptance of work designed by a third party. * For all projects, they work with functional managers on resource assignments to ensure the project needs are met. Typical projects include: transmission system upgrades projects including substations, transmission lines and associated protection and communications systems. They work closely with project managers to manage the scope schedule and cost of the project and are responsible for managing the project technical risks including project system integration with the existing transmission system and other issues. They are responsible for establishing design and review plans, strategies and resource requirements for the project. They are responsible for the technical specifications and drawings for procurement contracts and managing engineering consultant's contracts. They work with Construction and Contract Management, the Engineering teams, Quality Management, and Field Operations to ensure that technical support is provided during manufacturing, construction and commissioning and that technical issues are resolved in a timely manner. * Makes or reviews recommendations to management on complex project matters. * Mentors/coaches others performing project engineer roles, either within the department or in

* A degree in Engineering and registered, or eligible for immediate registration, as a Professional Engineer with Engineers and Geoscientists of BC (EGBC). * A minimum of 10 years of progressive and comprehensive experience either in substations design or a combination of substations/ transmission lines/ protection and control design. * A minimum of 5 years leading and coordinating multi-discipline design on medium to large projects, preferably on projects similar in nature to BC Hydro in terms of size, complexity and stakeholders. * Candidates for this position will be able to think from a transmission system and operations perspective, and an ability to understand the interactions and priorities of multi-discipline projects. * Excellent leadership and communication skills, including writing, are required in order to coordinate and influence the cooperation of various parties who may have conflicting priorities within BC Hydro, with our Engineering Service Providers, or with outside agencies. * Good understanding of Project Management processes. * Electric utility engineering experience and background is a significant asset. * Experience managing Owner's reviews of multi-discipline engineering work being completed externally is an asset. * Experience with telecom and/ or protection and control design is an asset. * Strong knowledge of BC Hydro's project delivery processes and design practice is an asset.
