JOB DESCRIPTION Duties:

The successful candidate will be a senior, experienced supply chain professional with a proven ability to achieve significant business change and targeted business and project objectives in a complex environment through exceptional strategic thinking, influential leadership, flawless project execution, change management and effective relationship management.

Reporting to the Indigenous Procurement and Business Development Manager, the Procurement Specialist is accountable for assessing and identifying different infrastructure project procurement options, determining the contracting plan to mitigate relevant risks and providing procurement guidance when coordinating with engineering for the development of technical specifications. They will lead project team(s) to develop project Supply Chain strategies, and work collaboratively to obtain approval, and implement resulting strategies and plans including drafting RFx documents, leading and facilitating evaluation teams and negotiations with suppliers and contractors.

Duties include:

* Accountable for highly complex procurement - those with a combination of higher spend, project impact, risk, market complexity, First Nation relationship, and stakeholder considerations. Provides expertise and oversight in achieving procurement related milestones, financial, and operational targets for the project, and in modeling and ensuring compliance with the Indigenous Contract and Procurement Policy.

* Builds and leads effective project procurement teams through structured procurement processes. Works collaboratively with project teams and Indigenous Relations to develop and implement strategies that will meet specified work objectives, and Indigenous engagement targets. Proactively brings new concepts/opportunities, information, methodologies, and tools to the table to spur innovative thinking, problem solving and decision-making.

* Makes recommendations to senior management and executives on procurement strategies that balance competing needs and objectives. Ensures the development of compelling procurement strategies to support decision making, and obtains approval.

* Develops and manages action plans and Work Package Agreements to ensure strategies are developed and executed on schedule to achievework milestones. Anticipates/plans for shifting resource requirements over the life of the work, and allocates resources for tactical execution of the plans.

* Regularly manages consultation with a diverse group of internal and external stakeholders.

* Meets with First Nation Leadership and businesses to determine capacity and capability to perform some or all of a specific work package before contracting plans are written to ensure Indigenous procurement is an integral part of the contracting plan.

* Writes and presents procurement strategies, contracting plans, briefs, and other documents to management and key internal and external stakeholders.

* Develops in-depth knowledge of current/future business objectives, needs, requirements and specifications related to work packages and works effectively to influence, shape and align these within the BC Hydro to get the best responses from the marketplace.

* Drafts RFx and Contract documents starting with standard templates and tailoring as required to execute the approved strategies and contracting plans.

* Oversees the design of and/or undertakes vendor evaluation criteria, evaluation weightings, and performance indicators to ensure the most suitable vendor is selected. Leads cross-functional evaluation teams.

* Negotiates with sophisticated, multinational and global companies, ensuring that compliance, policies, procedures and governance follow BCH guidelines. Negotiation process may include concession agreements, complex contract terms and multifaceted approaches. Leads debriefing sessions with unsuccessful respondents to maintain ongoing relationships.

* Negotiates direct award agreements with First Nation Leadership, and Designated Businesses to ensure that BC Hydro only awards work that is demonstrated to be competitive in the local marketplace and can be delivered on time.

* Anticipates and assesses supply chain risks, project impact and develops and recommends solutions.

* Leads research and analysis of external market conditions and vendor supply issues to ensure in-depth expertise. Provides insight and advice to the business and senior management and other Supply Chain team members.

* Pro-actively leads 'lessons learned' exercises; leads revisions to ensure the continuous improvement/redesign of procurement processes as required to ensure rigour, efficiency, provide superior service and derive more value.

* Is a senior technical expert who provides leadership, coaching / mentoring to develop skills, knowledge and build capacity within Infrastructure Projects, Supply Chain and business unit teams.

Qualifications:

* University degree in law, business, supply chain, engineering, finance or related discipline (Master's preferred).

* Minimum of 12+ years of complex procurement experience supporting projects with large construction or supply & install contracts, or equivalent combination of education and experience.

* One or more professional designations and/or certifications (eg. SCMP, APICS, PMP, P.Eng, etc).would be an asset.

* Experience working in a business environment that is complex, with multiple stakeholders and strategic considerations.

* Ability to write complex RFx documents.

* Demonstrated experience leading complex negotiations, managing supplier relationships, First Nation procurement issues, and resolving supplier and contractual issues while preserving relationships.

* Ability to multi-task and simultaneously manage multiple complex/large projects with deadlines and deliverables.

* Proven ability to lead through influence, utilize business acumen to determine best course of action and tradeoffs, and resolve conflicts.

* Highly skilled in change management and must have excellent interpersonal, communication, team building and persuasive influencing skills.

* Strong analysis, risk assessment and business strategy skills to lead teams through complex business issues.

* Leadership, coaching /mentoring skills.

* Proactive, adaptable to changing needs, strategic thinker.

* Excellent written and presentation skills.

ADDITIONAL INFORMATION A condition of employment for this job is that you maintain the following requirements in good standing: Driver's License Type = Class 5

* Frequent travel throughout the Province of BC will be required for this role.

* Please note candidates with lesser qualifications may be considered for a lower level position.
