Job Summary

Bring your compliance and enforcement expertise to this exciting leadership role

The Regulatory Effectiveness and Sector Integration Branch of the Strategic Services Division provides ministry-wide leadership and service in support of a strategic approach to compliance management. The section provides analysis, support, and advice to the Ministry executive and to ministry programs and regions on compliance and enforcement issues relating to the Ministry's diverse mandate. In particular, the section provides strategic planning, policy and legislative development, research, and liaison services with respect to all aspects of provincial environmental compliance management. Section staff also provide advice and take lead roles respecting intergovernmental relations issues that relate to the Ministry's compliance and enforcement mandate, often with a cross-Ministry, government-wide, or inter-jurisdictional focus.

The Senior Policy Advisor functions as part of a team that provides services to clients in the Ministry, in other parts of government, and outside government, and carries out assignments in the following fields:
  • provincial environmental compliance management;
  • intergovernmental relations with compliance and enforcement agencies of the government of Canada, other provincial and territorial jurisdictions, Indigenous governments, and local governments in British Columbia;
  • compliance planning, development and management with respect to legislative and regulatory development;
  • development of strategic compliance plans to support the Ministry's regulatory regime;
  • risk analysis methodology and application;
  • management of the Ministry's corporate compliance planning and reporting;
  • corporate compliance training; and
  • management of the Ministry's corporate compliance and enforcement reporting.

The Senior Policy Advisor provides corporate, strategic advice to the Executive and staff on the application of compliance and enforcement principles, policies, and tools to ministry programs. The Senior Policy Advisor is responsible for monitoring ministry-wide progress in ensuring compliance - a critical component in the Ministry's ability to achieve its goals, objectives and, ultimately, its vision.

Job Requirements:

Education and Experience

  • Graduate/Masters degree in Environmental Studies, Natural Resource Management, Regional Land Use Planning, Public Administration, Geography, Environmental Technology, Resource Economics or a related field and two (2) years related experience*; OR
  • University degree in Environmental Studies, Environmental Management, Natural Resource Management, Regional Land Use Planning, Public Administration, Geography, Resource Economics or a related field and four (4) years related experience*; OR
  • Law degree and a minimum of two (2) years related experience*; OR
  • Diploma in Environmental Studies, Natural Resource Management, Regional Land Use Planning, Public Administration, Geography, Environmental Technology, Resource Economics or a related field and a minimum of six (6) years related experience* OR
  • An equivalent combination of education and related experience* may also be considered.

Related experience may include a combination of:
  • Experience in policy analysis, preferably related to environmental, natural resource management or compliance and enforcement.
  • Experience in working effectively with multiple projects and assignments.
  • Experience in research, preferably related to environmental and natural resource management and compliance and enforcement issues.
  • Experience dealing with senior officials and providing advice and recommendations.
  • Experience in the provision and oversight of digital services, including experience in database design and reporting, administrating user privileges in business software applications, etc.

Preference may be given to candidates whose related experience also includes:
  • Experience working with regulatory regime frameworks and compliance management models.
  • Experience in project management and program evaluation, including policy developments.

Flexible work options are available; this position may be able to work up to 3 days at home per week subject to an approved telework agreement.
