Reporting to the Vice President Finance, this position is located in our Vancouver, BC office. The IT Manager is responsible for ensuring the streamlined operation of the IT department in alignment with the business objectives of the company. This position will plan, coordinate, direct, and design IT–related activities of the company, including IT policies and procedures. Working with counterparts at AltaGas and other Canadian Utilities to ensure our IT strategies and purchasing initiatives are in-sync.   As well, this position provides administrative direction and support for daily operation activities of IT department.


  • Lead IT Department operational and strategic planning, including fostering innovation, planning projects, and organizing and negotiating the allocation of resources

  • Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, and peripherals

  • Benchmark, analyze, and make recommendations for the improvement and growth of IT infrastructure and IT systems

  • Establish procedures/policies to be in compliance with Corporate IT security and safeguarding guidelines.

  • Oversee provision of end-user services, including help desk and technical support services

  • Collaborate with other Canadian Utilities and Corporate IT and follows the lead guidance from the Canadian Utilities strategic direction on establishing common framework and platforms for software and hardware solutions

  • Work with stakeholders to define business and systems requirements for new technology implementations Direct research on potential technology solutions in support of procurement efforts

  • Manage overall business projects as required

  • Keep current with the latest technologies


  • Manage financial aspects of the IT Department, including purchasing, budgeting in excess of $1,000,000/year, and budget review

  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives

  • Approve and oversee IT projects and project portfolio

  • Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision

  • Negotiate and administer vendor, outsourcer, and consultant contracts and service agreements and analyze licensing agreements

  • Practice asset management for IT hardware, software, and equipment

  • Manage IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions

  • Establish and maintain regular written and in-person communications with the organization's executives, department heads, and end users regarding pertinent IT activities

  • Lead the PNG’s IT Steering Committee Meeting on a quarterly basis to review IT strategies and issues as well as gather input from field location comments, questions and requests. Feedback and meeting minutes will be forwarded to the Executive team for their review

  • Participate in ongoing subcommittees that are established by the Canadian Utilities IT Steering Committee, to research and test new technology, discuss detailed strategic planning, etc.

  • Work closely with business stakeholders during a migration or upgrade of key business systems to ensure the proposed solution(s) are appropriate and conform to best practices


Experience & Qualifications

  • Certification in one or more areas of IT and project planning. (PMP, MCSE, CNE, etc.)

  • 10+ years of proven experience of managing an IT department and technical project planning.

  • Experience in IT infrastructure planning and development

  • In-depth knowledge of applicable data privacy practices and laws

  • Experience with developing and managing IT budgets

  • Experience with vendor negotiations, project management, and BDRP(Business Disaster Recovery Plan)

  • Ability to effectively prioritize and execute tasks in a high-pressure environment

  • Strong technical knowledge of network and PC operating systems, including Active Directory

  • Strong technical knowledge of current network hardware, protocols, and standards, including TCP/IP

  • Extensive application support experience with all MS Office and client server applications

  • Strong team leading and interpersonal skills
