Are you a forward-looking leader in the cultural sector seeking to drive the design, development and implementation of innovative strategies, initiatives and plans that will enhance the City of Surrey's global creative, cultural and artistic opportunities?

Reporting to the General Manager, Parks, Recreation and Culture, you will lead a talented team in the visioning, planning, development and delivery of art services, public art, culture programs, special events, heritage services, museums, filming, and related strategic policies to deliver on our vision of being a thriving green inclusive community.

Within a diverse and innovative cultural environment with a focus on community engagement, you will sustain Council's vision of Surrey as a leading cultural city while maintaining and enhancing neighbourhood vitality.


    • Provide leadership for a multifaceted portfolio, delivering high-level programs and strategies across a wide variety of services (heritage, public art, museum, special events and performing and visual arts etc.). • Be an innovative leader, demonstrating commitment to City values, by providing input and support for the design, development and implementation of strategies, initiatives and plans to enhance the City's global creative, cultural and artistic reputation. • Strategically develop/deliver innovative programming at cultural centres, public spaces, heritage space, art gallery, performance centres, museum and in the community, through a range of programs, exhibits, media, performing and visual arts, film, food, lectures, story-telling, festivals and signature events. • Provide advice on cultural policy and maintain high-level awareness of international cultural, economic, tourism and industry trends and other environmental factors, in order to secure and enhance the arts and culture sector's contribution to Surrey's economy, and its ability to attract and retain talent, tourists, business location and to foster healthy communities. • Provide leadership and establish effective partnerships with residents, external stakeholders, Council, other levels of government to ensure programming strength and viability. • Lead capacity-building initiatives and partnerships to strengthen community arts and to provide creative opportunities that support social, economic and cultural inclusion. • In collaboration, develop internal and external communication strategies to promote arts and culture with the public, support the development of media campaigns for large-scale events and conduct media relations by communicating vision, trends and current issues, events and programs. • Guide the continuous improvement of arts and heritage services through analysis, development and implementation. • Lead and engage a diverse workforce, ensuring effective teamwork, organizational performance, and continuous learning and innovation provide staff with direction and guidance, processes and tools to ensure sustainability based on Council's long term vision. • Develop the Division's annual operating budget and ensure that expenditures are within budget. Develop/implement revenue-generating programs (grants, sponsorship, fees). • Oversee the City's cultural investment and other culture grants programs. Work with organizations that receive grants to ensure compliance with City policies, to maximize funding leverage, and ensure grants advance the City's cultural goals. • Ensure excellent customer service standards. • Anticipate, identify and manage emerging issues and challenges, help identify solutions that are flexible and responsive to evolving and changing needs, implement solutions and monitor results. • Represent the City on various committees, task forces, associations, etc.


    • University degree in fine arts, visual arts, history, heritage, community planning, or other disciplines pertinent to the role; supplemented by formal training in art programming, community development, or have equivalent education and experience. • Senior level experience leading complex arts and culture programs and 7-10 years of experience leading teams in related environments. • Demonstrated experience working with stakeholders on envisioning and delivering community initiatives in arts and culture. • Extensive experience leading complex projects from inception through to implementation while balancing Council, community and other stakeholder interests. • Highly developed skills in providing strategic advice and communicating with senior management and Council on complex issues, including familiarity with municipal governance policies, issues, all relevant legislation, municipal programs and services. • Strong public relations/media skills with the ability to communicate both orally and in writing with a broad range of stakeholders throughout the organization, including elected officials and the community, while developing effective working relationships with all stakeholders. • Excellent strategic and lateral thinking skills in combination with strong research, analytical and problem-solving abilities.
