The Provincial Caribou Recovery Program (Program) sits within the Land Use Policy, Planning and Ecosystems Division (LUPPE) within the Ministry of Water, Land and Resource Stewardship (WLRS) and provides provincial coordination, strategic direction, funding, and general oversight with the aim to recover caribou in B.C. The Program also works with other ministries, Nations, governments, and interested parties to develop, implement, and monitor management actions and provincial strategies to ensure we are meeting or exceeding provincial and federal population and habitat objectives.

There are five Program teams (Habitat, Population, Planning Initiatives, Science and Knowledge, and Centralized Support) who bridge strategic and operational direction pertaining to caribou recovery in alignment with the WLRS Ministry mandate.

The Stewardship Planning Specialist leads the development of creative strategic solutions to complex conservation biology issues. The position bridges environmental, social, and economic disciplines of natural resource management to advance caribou recovery in partnership with First Nations. The position will lead a diverse project team of multidisciplinary specialists across multiple agencies and is responsible for the management, coordination, and delivery of strategic initiatives from initiation through to conclusion. The position deals with complex natural resource issues requiring skills in developing relationships with First Nations and interested parties. Developing lasting partnerships with First Nations and interested parties is key to ensuring a shared responsibility for caribou recovery across the province. The position will be responsible for leading collaborative planning tables and public engagement. The position is a member of the provincial Caribou Recovery Program Planning Initiatives Team and will be responsible for projects that support the goals of the program.

Job Requirements:

Education and Experience:

• Registered, or immediately eligible for registration, as a fully licensed professional with the British Columbia professional association as required by the specialty area (i.e. Association of Forest Professionals, Institute of Agrologists). (Note: immediately eligible for registration is defined as able to transfer a current membership from an applicable jurisdiction. Applicants must confirm their eligibility with their professional organization. Confirmation of registration / eligibility will be required before an offer of employment can be made).
• A Master's degree in planning-related field (e.g., natural resource planning or conservation planning) and 24 months related experience*; OR
• Undergraduate Degree in a planning-related field (e.g., natural resource planning or conservation planning) plus a minimum of 36 months' related experience*; OR
• An equivalent combination of education and 5 years of related experience* may be considered.

*Related experience must include:

• Experience in natural resource planning or systematic conservation planning.
• Experience building collaborative relationships with First Nations.
• Experience in managing project teams and/or leading a major project or a component of a major project or regional initiative, including identifying deliverables, developing project requirements, contract negotiation, performance management.
• Experience with engagement and liaison practices, including building and maintaining relationships with internal and/or external interested parties, including around contentious issues and conflict situations.
  

Preference may be given to applicants with the following:

• Eligible for (within 6 months of employment) or possessing a Registered Professional Planner designation and/ or Project Management Professional Certificate.
• Experience leading engagement and consultation, including strategic planning for capacity considerations.
• Experience in conflict and dispute resolution principles and practices.
• Experience providing advice and recommendations to senior level management, and/or internal and/or external interested parties.
• Experience applying project management methodology and principles to projects.
  

Willingness Statements

• Must possess and maintain a valid BC Class 5 Driver's License or equivalent.
• Must be willing to fly in planes and helicopters.
• Must be willing to travel throughout the province as needed.
