Job Summary A high-profile leadership role for an experienced facilitator with outstanding skillsThe Ministry of Health (the Ministry) has overall responsibility for ensuring that quality, appropriate, cost effective and timely health services are available for all British Columbians.Within the Ministry, the Health Innovation Hub provides a variety of physical and human resources for strategic thinking, facilitation, and evidence review and generation. The Hub drives change in the way that Ministry staff work together and creates a dynamic environment that encourages the flow of people and ideas.Located within, and as part of the Health Innovation Hub, the Health and Human Services Library serves clients in the Ministry of Health (MOH), the Ministry of Mental Health and Addictions (MMHA), the Ministry of Children and Family Development (MCFD), as well as ministry contracted client groups. The Library's mission is to provide timely access to quality information, to build client capacity for self-directed research, and to empower clients by curating a collection, conducting literature searches and evaluating resources.
The Manager, Library Services is responsible for planning, developing, managing and delivering library and information services; developing and ensuring that library policies are adhered to; and supervising library staff in their delivery of library and information services, for MOH, MMHA and MCFD clients as well as ministry's contracted client groups.The Manager researches trends in the evolving field of information services to develop and plan collections and services that maximize access to information to support policy development and decision making of the ministries' staff and to support the delivery of health and child welfare services throughout the province. The position has significant latitude and considerable freedom to act in developing innovative approaches to accessing and disseminating information. The Manager is responsible for fostering strong cooperative relationships with branches in the ministries to coordinate efforts, reduce overlap and effectively use and develop resources.
Job Requirements: - Master of Library Science degree, or equivalent, from an accredited university;
- Five years' experience in a management or supervisory level in a special library; and
- Five years' experience in budgeting and planning.
Preference may be given to candidates with: - Experience in areas of automated and manual information resource management.
- Experience searching commercial online databases and internet web sites.
- Experience with library database software, web server and file system maintenance, and indexing methodology.
- Experience with library information services and procedures.
- Experience indexing, classification and information retrieval techniques.
- Experience using primary information sources in the health and social sciences fields.

About this Position:Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
