Job Summary

The Information Services Branch (ISB) within the Management Services Division for the four Economy Sector Ministries (Ministry of Jobs, Economic Development & Innovation; Ministry of Municipal Affairs, Ministry of Tourism, Arts, Culture & Sport; and Ministry of Labour) is responsible for overseeing and implementing corporate information technology (IT) programs and initiatives across the Economy Sector. ISB provides IT Business consulting services to oversee the delivery of vendor services and to ensure that these services align with client needs and corporate priorities (such as the Internet Strategy, Digital Strategy, and open Data).

The Technical Lead, Full Stack Developer provides a leadership role on Agile Development Teams, and is responsible for driving the technical vision, solutioning, design, development, and delivery of scalable web applications within a continuous deployment environment. Central to the role is the development, integration, and consolidation of a collaborative effort across government to build an in-house, open source, Enterprise Grant Management System (EGMS) which is being rolled out in alignment with the new Digital Principles and Code of Practice.

Operating within the Agile Scrum Team, the position serves as the lead developer and architect, orchestrating the continued development and continuous improvement and integration of the EGMS application and associated systems across government.

Job Requirements:
  • Master's degree in a computer science or related field and three (3) years of related experience; OR
  • Bachelor's degree in a computer science or related field and four (4) years of related experience; OR
  • Diploma in a computer science or related field and five (5) years related experience; OR
  • Certificate or coursework in a computer science or related field and six (6) years related experience; OR
  • An equivalent combination of education and related experience may be considered.

Related experience includes the following:
  • Minimum four(4) years' experience as a Full Stack Developer.
  • Experience in driving innovation and proposing new solutions to enhance existing systems and processes
  • Experience using a variety of modern development tools, such as HTML, CSS and JavaScript libraries, relational and non-relational databases.
  • Experience with ASP.NET MVC (.NET Core 8.0), Key Cloak SSO, Postgres Database, and/or MSSQL / SSAS.
  • Experience with API development and integration and continuous development environments.

Flexible work options are available; this position may be able to work up to five (5) days at home per week subject to an approved telework agreement.
