Scope

Reporting to the Manager, Labour Relations, the Human Resources Advisor is responsible for supporting assigned departments with a diverse range of human resources services including: providing advice on Collective Agreement and policy interpretation, leading investigations, performing full-cycle recruitment for management positions, and handling sensitive employee and union relations issues.

Responsibilities

    • Develop strong relationships with Managers and provide support on all HR matters. • Ensure HR practices are consistent and comply with legislation, collective agreements, administrative regulations, policies and procedures. • Prepare and lead investigations, act as a point of contact for enquiries about employee issues, Collective Agreement interpretation and HR policies. • Lead full-cycle recruitment for management positions, including: sourcing, interviews, managing offers, references, and provide support and guidance to the assigned HR Assistant for portfolio. • Train and advise managers on strategies for recruitment, selection, and interview evaluation procedures. • Discuss terms and conditions of employment and benefits with staff members. • Help assigned departments with a variety of HR strategies to build and maintain high performing teams. • Develop and deliver communication on key HR programs, policies, and procedures. • Write and present information on briefings on a range of HR related topics. • Work on HR special projects and perform other job-related duties.


Qualifications

The ideal candidate will have a Bachelor's degree in Human Resources or related field, with five (5) years of progressively responsible human resources experience within a unionized public sector environment at an advisory level. The ideal candidate will be an inclusive and effective team member, committed to collaborative problem solving and excellent client service with demonstrated organizational, negotiations, and communication skills. A Chartered Human Resources Professional designation (CPHR) is preferred.
    • Alignment with City of Surrey Values - Integrity, Service, Innovation, Community, Teamwork. • Advanced knowledge of human resource best practices, principles, relevant legislation, regulations, policies, procedures, and guidelines. • Strong Knowledge of labour relations and recruitment experience with a good understanding of how to manage in unionized environments. • High degree of integrity and professional ethics. • Demonstrated experience in recruitment and selection. • Experience with HR information system including, accessing, inputting, and compiling data. • Experience in providing advice and support to senior managers on HR matters. • Ability to establish and maintain effective working relationships with colleagues, management, bargaining agents, and external contacts in a manner that builds trust, credibility, and rapport.
