Heavy Civil Construction Estimator (Power)  Harvey 2022


The Heavy Civil construction Estimator (Power) is responsible for preparing and/or coordinating complete conceptual and final estimates on medium and high voltage transmission, distribution and substation construction tenders. The position also requires that the Estimator completes total bid pricing and preliminary schedule, reviews estimate packages to ensure accuracy and completeness and uses knowledge to focus work and drive short and long term solutions. The Estimator (Power) ultimately prepares cost estimates by analysing proposals and requirements and soliciting input from companies project managers, superintendents, Equipment Manager, and General Counsel as necessary to clarify the basis of bid estimates.

Tasks and Responsibilities:

Particular tasks and responsibilities include:

  • Prepares work to be estimated by gathering proposals, drawings, specifications, and related documents.

  • Analyzes plans, specifications, proposals, and other documentation to prepare bid estimates for projects, performs complete estimates and preliminary resource loaded schedules on selected projects consisting of project site visit, quantity take-off, and pricing.

  • Performs all aspects of bidding including, but not limited to, procuring new projects to bid, project site investigation, preliminary resource loaded schedule, materials and subcontractor solicitation, estimating labour and equipment costs, and creating bid proposals.

  • Interfaces and communicates with all levels of management, suppliers, subcontractors, clients and contacts

  • Contacts and develops business relationships with consultants, subcontractors and suppliers for pricing within estimates.

  • Prepares final estimate summaries, analyzing each section for scope, pricing, and completeness.

  • Participates in estimate reviews with Senior Management.

  • Upon award, participate in handover to Project Manager and execution team, support Project Manager in development of execution schedule and budget.

  • Supports Project Managers, providing contractor recommendations and change order reviews and claims support

  • Completes post-bid analyses on jobs bid including proposal preparation cost, tracking bidding success and percentages, and analyses quarterly and fiscal period bid performance.                                                                                                                                                                             

  •                                                                                                                                                                                                                          Education and Experience Required:

  • The Estimator shall possess a minimum of 5 -10 plus years construction estimating experience across a broad cross-section of medium and high voltage transmission, distribution and substation projects.   A diploma or degree related to Engineering, Construction Management, Quantity Surveying and/or Estimating will be considered an asset.

  • Skills Required:


  • The Estimator shall possess the following skills:

  • Good understanding of power industry construction documents and the ability to ensure that they are complete, protect the Company’s interest, and clearly define expectations.

  • Knowledge of power industry standards and electrical codes.

  • Knowledge of a wide variety of electrical materials and equipment used or installed in transmission, distribution and substation construction projects.

  • Knowledge of work methods used in medium and high voltage energized environments for transmission, distribution and substation construction.

  • Knowledge of construction costs, budgets and schedules.

  • Organizational skills, time management and project management.

  • Attention to detail and accuracy.

  • Effective communication skills both written and verbal for interface with suppliers, clients and coworkers.

  • Able to work in a team environment (Engineering, Purchasing, Estimating, Construction, etc.) while motivating compliance with processes and timelines.

  • Customer-focused in defining quality and establishing priorities.

  • Ability to perform comfortably in a fast-paced, deadline-oriented work environment and successfully execute many tasks simultaneously, with the ability to work extra hours if needed to meet deadlines.

  • Ability to manage time and deal with multiple issues, including shifting priorities and schedules.

  • Effective computer skills: Microsoft Office Software, Microsoft Projects or Primavera P6, presentation skills, meeting management and other Company and discipline specific software skills.

  • Ability to develop a project schedule, resource loaded for labour and equipment.

  • The ability to make timely and rational decisions under pressure                                                                                                                                              

Location of Employment:

The Estimator (Power) will be based out of the Group Head Office in North Vancouver, British Columbia and work with each Business Unit across Canada.  It should be expected that some travel may be required.  Applicants must hold a valid Class 5 Driver’s Licence, Passport, and be legally permitted to work in Canada.

Our company offers support in regard to work permits and consideration will be given to reimbursement of reasonable relocation costs. 

This is a fulltime position

Salary is open depending on experience
