The Ministry of Health is responsible for maintaining an accessible, high quality, affordable system for health service delivery that meets the needs of the citizens of the Province of BC. Its mandate is to support and enhance a responsive, comprehensive, regionalized health care system that promotes and provides for the physical, mental and community health of all British Columbians. The Finance and Corporate Services Division supports the Ministry Executive and programs by managing and ensuring a consistent approach to financial and corporate issues. The services are provided through five branches: Financial Operations, Financial Analysis and Decision Support, Regional Grants and Decision Support, Audit and Investigations, and Logistics Strategy. These branches provide financial advice and assist programs to meet their strategic goals and operational plans, and ensure compliance with relevant legislation, regulations, and central agency directives.

The Senior Financial Accountant develops and provides accounting functions regarding the reporting of information from health authorities and hospital societies for inclusion in estimates, quarterly reports, and public accounts for Government. This includes research and detailed cost and impact analysis of labour negotiations and settlements and other compensation issues for the health entities. This position identifies and defines business improvements and system requirements/enhancements to facilitate required reporting and reviews and analyzes financial reports and/or compensation issues for the health entities.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • A Professional Accounting Designation (CPA-CA, CGA or CMA) OR;
  • Bachelor's degree in Economics, Commerce, Business or Public Administration or a related field AND in the process of completing a CPA designation, AND;
  • A minimum of 2 years of recent (in the last 7 years) related experience*.


*Note: The 6.6% Temporary Market Adjustment applies soley to the successful candidates with a Chartered Professional Accountant Designation (including CA, CGA, CMA). The Temporary Market Adjustment will not be available should the successful candidate NOT have a recognized accounting designation.

Recent related experience must include minimum of 2 years in each of the following:
  • Progressive accounting experience analyzing and preparing financial statements.
  • Preparing routine and ad hoc financial reports.
  • Providing direction and advice on a variety of financial, accounting, management and/or compensation issues.
  • Analyzing financial data for variances and trends and recommending remedial action.
  • Developing and maintaining relationships with various external stakeholder groups.


Preference may be given to applicants with:
  • Experience with multiple entities and consolidation accounting.
  • Experience working with complex financial systems, reporting tools, and spreadsheet applications.
