The Ministry of Health is responsible for maintaining an accessible, high quality, affordable system for health service delivery that meets the needs of the citizens of the Province of BC. The Finance and Corporate Services Division supports the Ministry Executive and programs by managing and ensuring a consistent approach to financial and corporate issues. The services are provided through five branches: Financial Operations, Financial Analysis and Decision Support, Regional Grants and Decision Support, Audit and Investigations, and Logistic Strategy. These branches provide financial advice and assist programs to meet their strategic goals and operational plans, and ensure compliance with relevant legislation, regulations and central agency directives.

The Billing Integrity Program (BIP) is responsible for financial, procedural and compliance audits of billings to the Medical Services Plan (MSP) by medical practitioners, health care practitioners, medical facilities owners/administrators and other claimants. This includes detection and deterrence of inappropriate MSP billings; ensuring adherence of the medical community to the Medical Services Commission (MSC) and Ministry fee-for-service policies, procedures, statues protocols, and schedules.

Reporting to the Audit Manager, the Senior Auditor is responsible for planning, organizing, and conducting specialized audits of medical and health care practitioners and other claimants to ensure effective management of the Medical Services Plan's $5.5 billion budget.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Chartered Professional Accountant designation (CPA - CA, CGA or CMA) in good standing with at least 2 years of related experience. OR
  • A Bachelor's degree in a related field, a Certified Fraud Examiner (CFE) or Certified Internal Auditor (CIA), in good standing, AND at least 3 years of recent, related experience.
  • An equivalent combination of education and recent, related experience may be considered


*NOTE - The 6.6% Temporary Market Adjustment (TMA) applies solely to the successful candidate with a Chartered Professional Accountant designation (including CA, CGA, CMA). The TMA will not be available should the successful candidate NOT have a recognized accounting designation.

Recent, related experience means the following:
  • Recent is defined as within the last 3 years.
  • Audit and/or accounting experience, for example experience working with accounting principles, auditing standards, information technology and management auditing.
  • Completing complex analysis of large volumes of raw data.
  • Drafting audit reports to present to internal and/or external stakeholders.


Preference may be given to candidates:
  • With experience working in the health sector
  • Currently enrolled in the CPA designation program


Provisos/willingness statements:
  • A valid BC Class 5 Driver's Licence.
  • Willingness to conduct field work which includes travel within the province.
