Job Description

Express Employment Professionals, Delta/ Richmond, is hiring for an Environmental & Safety Officer for a Recycling facility for either Delta or Richmond locations. The Safety and Environmental Officer's crucial work is to ensure the safe and compliant operation of the facility, protecting human health, and minimizing the impact on the surrounding environment. The Safety and Environmental Officer at a landfill plays a pivotal role in ensuring the facility operates in a safe, environmentally responsible manner while complying with all relevant laws and regulations. This requires a combination of education, hands-on experience, certifications, and strong knowledge of both safety and environmental management practices.

Responsibilities:

Environmental Compliance:
Ensure that the recycling facility operates in accordance with environmental laws, regulations, and standards (such as those set by local environmental agencies, the EPA, etc.).
Conduct regular inspections to ensure proper waste disposal methods, such as the correct placement and compaction of waste, and the prevention of contamination to air, water, and soil.
Oversee landfill gas management programs (e.g., methane collection and flare systems) and leachate control systems.
Manage monitoring systems for air quality, water quality, and soil conditions around the site.
Ensure proper record-keeping and reporting of environmental monitoring data.
Safety Compliance and Risk Management:

Develop and implement safety protocols and ensure adherence to occupational safety regulations (e.g., OSHA standards).
Conduct risk assessments to identify potential safety hazards and environmental risks, such as fires, gas leaks, or equipment malfunctions.
Supervise safety training programs for workers, contractors, and visitors to ensure they understand and follow safety measures.
Investigate accidents, near-misses, or environmental incidents, and recommend corrective actions to prevent recurrence.
Ensure the proper use of personal protective equipment (PPE) and emergency response plans.

Waste Management and Minimization:
Monitor waste disposal practices to ensure proper classification, segregation, and handling of hazardous and non-hazardous waste.
Support waste minimization efforts through recycling, composting, and encouraging waste diversion from landfills.
Implement and oversee waste tracking systems to maintain compliance with waste disposal records.

Training and Education:
Provide ongoing safety and environmental training for staff, including the proper handling of hazardous materials, landfill operations, and emergency procedures.
Educate the local community on the site’s safety and environmental practices.

Reporting and Documentation:
Prepare and submit regulatory reports on safety and environmental compliance to relevant authorities.
Maintain accurate records of inspections, audits, and incident investigations.

Emergency Response and Preparedness:
Develop, implement, and regularly update emergency response plans, including evacuation procedures, spill containment, and mitigation strategies for accidents such as fires, explosions, or chemical leaks.
Ensure that emergency response teams are well-trained and equipped.

Educational Background:


Experience:
A few years of experience in environmental or safety management, particularly in recycling, waste management or landfill operations.
Experience in conducting environmental audits, risk assessments, and safety inspections is highly beneficial.
Familiarity with landfill operations, environmental regulations, and waste management practices is essential.

Certifications and Training:
A bachelor's degree in a relevant discipline, such as environmental studies, health and safety, chemistry, or food science
Certifications in environmental or safety management (such as Certified Safety Professional (CSP), Certified Hazardous Materials Manager (CHMM), or Environmental Professional certification) are preferred.
Knowledge of environmental health and safety (EHS) regulations, such as those from OSHA, EPA, or local regulatory bodies, is essential.

Knowledge and Skills:
Environmental Knowledge: A strong understanding of environmental laws, regulations, and best practices related to recycling site management, including waste classification, leachate management, gas collection, and water management is an asset.
Safety Management: Ability to assess safety risks, implement safety programs, and ensure compliance with occupational safety standards.
Analytical Skills: Ability to analyze environmental data, interpret regulations, and identify trends that could indicate potential environmental or safety risks.
Communication Skills: Strong communication skills to interact with regulatory agencies, staff, contractors, and the public. This includes writing reports and providing training.

Personal Traits:
Attention to detail, as environmental and safety compliance requires careful monitoring and documentation.
Problem-solving skills to address unexpected challenges in operations or safety.
Strong organizational skills to manage multiple compliance tasks and ensure the timely submission of reports.

Physical and Mental Requirements:
Physical ability to conduct site inspections, including walking, climbing, and operating in various weather conditions.
Ability to work with hazardous materials safely and be involved in emergency response efforts.
Mental resilience to handle the pressure of compliance deadlines and the critical nature of safety and environmental issues.

The evaluation pay range is between $30 to $40/ hour. Benefits upon being hired as a permanent employee.
