This is complex technical field and office work of a civil engineering nature. The incumbent facilitates the planning of Municipal engineering projects by undertaking complex technical assignments relating to drainage, stormwater and rainwater management including preparation or review of design layouts, detail drawings, specifications and related data for Municipal works in assigned fields, making field inspections, making computations and hydrologic/hydraulic modelling. The work may include the supervision of one or more subordinates, or managing external consultants on specific projects. From an outline of general requirements and scope for study areas, prepares design layouts, rough site plans, sketches and detailed design for Municipal service projects such as storm sewer extensions and rainwater management. Coordinates the processing of applications such as stormwater/groundwater management development reviews through relevant City departments to ensure that the necessary approvals and recommendations are obtained in a timely fashion and liaises with relevant departments to facilitate this process. Maintains liaison with various internal and external contacts, provides technical information and assistance; assists in resolving conflicts and problems between internal and external contacts involving interpretation of design requirements. Performs related work as required.

The qualifications include a diploma in Civil Engineering plus sound related experience, eligibility for registration as an Applied Science Technologist or an equivalent combination of education, training and experience. Sound knowledge of applicable engineering design principles, standards, methods, mathematics and AutoCAD/Civil 3D. Sound knowledge of municipal engineering practices, procedures, functions and of the rules and regulations applicable to the section's functions. Working knowledge of the functions and responsibilities of various internal departments and external agencies as related to the work performed. Ability to prepare designs for specific public works services and to review drawings for technical accuracy and conformance with municipal standards and related specifications. Ability to establish and maintain effective working relationships with a variety of internal and external contacts, handle enquiries and provide technical information and assistance. Ability to prepare, read, and interpret plans, specifications, contract documents, and related materials. Ability to direct the work of survey or drafting staff on a project basis. Experience with ArcGIS and PCSWMM considered an asset. Driver's Licence for the Province of British Columbia is required.
