Our client, the Land Title and Survey Authority of British Columbia (LTSA), is looking for a highly motivated and dependable individual to join their Operations Division to fill the new positon of Director, Land Ownership Transparency Act (LOTA) Services.


Reporting to the Vice President Operations, the Director, LOTA Services is responsible for all aspects of administration, including providing leadership, direction, statutory decision making and oversight under the proposed Land Owner Transparency Act (LOTA). The Director, LOTA Services will establish and develop of all staffing functions for a new Department (LOTA Services) including the operationalization of services, systems, processes, policies, guidelines and procedures.

The Director, LOTA Services will play an important role in the development and implementation of operational policies, standards, and guidelines required to operationalize and support LOTA. Once operational, the Director, LOTA Services will liaise with other LTSA statutory roles, Departments, and Divisions to interpret legislation, regulations, and create policies for operationalization.


Key Responsibilities and Accountabilities

  • Plans and oversees the allocation of human, physical and financial resources in accordance with approved strategic plans, business plans, and budgets in the most cost-effective and efficient manner;

  • Provides advice and recommendations to LTSA senior leadership on matters related to the LTSA’s administration of the proposed LOTA;

  • Ensures the department continuously meets all set targets and best practices in service delivery;

  • Liaises with other LTSA departments and divisions in the development and overall execution of service delivery to customers;

  • Represents the LTSA on matters related to the administration of LOTA at senior levels across the Government of British Columbia and various Federal agencies;

  • Provides information, education to stakeholders (eg. legal professionals, government, corporations, trusts, partnerships and members of the public regarding procedures to make required filings under LOTA, and search the LOTA database through LTSA customer portals;

  • Develops, motivates, and provides direction to direct reports;

  • Conducts performance planning with direct reports in accordance with established performance management processes.

Qualifications  Education and Experience

  • Bachelor of Commerce, Bachelor of Business Administration, or MBA;

  • 10 years’ experience in management, administration or in providing information services in a highly-regulated high-transaction volume environment;

  • Experience in applying, interpreting, and ensuring compliance with laws, regulations and procedures; and

  • Background and comfort in rolling out new products and services in an environment of uncertainty.

Knowledge, Skills and Abilities

  • Understanding of real property, taxation, corporate structures, and conveyancing practices;

  • Knowledge of registries and/or databases, taxation systems, or other data management systems;

  • Proven ability to work independently, deal proactively with issues, and exercise good judgment in regulatory decision making;

  • Proven leadership and team building skills;

  • Able to foster learning and development of others through coaching, managing performance, and mentoring;

  • Willing and able to hold others accountable for meeting commitments;

  • Works well with cross-functional teams and has an organization-wide perspective when solving problems;

  • Solid verbal and written communications skills – able to provide concise explanations and cite references to statutes and practices when a filing cannot be registered;

  • Able to guide and assist reporting bodies in preparing or correcting their filings for registration;

  • Able to maintain a professional, courteous and effective manner with various professionals and the public;

  • Extensive planning, analytical, research, and problem solving skills;

  • Able to manage fluctuating workload and volumes, changing priorities, and tight deadlines;

  • Able to research, analyze and interpret legal and technical data from many different mediums;

  • Demonstrable ability to support and champion the organization’s strategic direction;

  • Able to operate effectively within a computerized work environment, including proficiency in Outlook, MS Word, Excel, PowerPoint and Internet Explorer.
