The Deputy Program Manager (DPM) is a direct support to the Program Director Surface Vessels (PDSV) and is the second-in-charge of the Surface Vessel Program Office (SVPO). The DPM is responsible for all phases of the Surface Vessel Programs including program development, specification compliance, contract management, program deliverables, risk management, reporting and procurement as they pertain to the Surface Vessel Programs. This role supports the effort to ensure the goals and objectives of the Surface Vessel Programs are accomplished within the prescribed schedule, budget, and to the client's satisfaction.
Duties/Accountabilities
  • Reviews contract change proposals and amendments as well as assist with contract negotiations. Under the direction of the PDSV, will consult with legal counsel regarding contract interpretation issues, if required. Review and assist in negotiation of all changes to contracts, as required.
  • Under the direction of the PDSV, report to the client or representatives about progress, any modifications required and the subsequent impact on the program.
  • Monitor the progress of material purchases and subcontractor engagement relating to the specific surface vessel projects and provides guidance as required
  • Assist with development and negotiation of project bids
  • Oversee program risk management processes
  • Liaise with client representatives throughout the project cycle. Developing and submitting contract deliverables to the client, including documentation, plans, milestones and other unique contract requirements
  • Review client documentation, including specifications and drawings for accuracy, completeness and compliance
  • Report to the PDSV concerning project expenditures, revenue to date and estimates at completion
  • Liaise with Seaspan IRB Manager to ensure all Industrial Regional Benefits requirements are achieved
  • Ensure timely and accurate invoicing of project milestone and/or progress payments
  • Prepare financial and cost analysis on project progress
  • Chair progress meetings with clients to meet contractual requirements and follow up with all action items, as required
  • Prepare presentations, reports, metrics and correspondence to advise of project/program status, to be used for information and decision making purposes
  • Fill the role of Program Director, Surface Vessel in his/her absence
Education and Experience
  • Completion of a Degree in Engineering, Business Administration, Accounting or Project Management
  • 6-8 years project management, contract or technical shipyard experience
  • Operational experience in a senior capacity on naval vessels is an asset
  • Professional designation(s) would be an asset
