Job Description

Organizational Profile

The District of Oak Bay is a historic waterfront community of approximately 18,000 residents, forming part of the Greater Victoria and one of 13 municipalities within the Capital Regional District. Oak Bay combines a long tradition of local governance with a forward-looking vision grounded in sustainability, livability, and community stewardship. Guided by its Official Community Plan, Oak Bay envisions a dynamic and resilient municipality that honours its distinct village charm, established residential character, and natural coastal setting while thoughtfully adapting to evolving community needs.

About the Role

Reporting to the Director of Financial Services and Asset Management, the Deputy Director of Financial Services provides senior strategic leadership for the Finance Division, ensuring the long-term sustainability, integrity and effectiveness of the municipality’s financial services.

As the Finance Division continues to evolve, this role focuses on strategic direction, financial governance and organizational alignment rather than day-to-day operations. The Deputy Director supports the Director in fulfilling the statutory responsibilities of the Financial Officer and Collector of Taxes, and acts as a senior advisor on complex financial, accounting, risk, and policy matters.

This is a highly impactful leadership role requiring advanced professional judgment, political acuity and a strong ability to align financial strategy with corporate priorities and Council direction.

This is an incredible opportunity for a strong, service-minded finance leader to continue evolving the Finance Division at the District of Oak Bay.  The successful candidate will hold a Bachelor’s degree in Accounting or Business, a Certified Professional Accountant (CPA) designation, and a minimum of eight (8) years of progressively responsible leadership and management experience. The ideal candidate will have management experience in a local government organization, leading within a unionized setting.  An equivalent combination of education and experience may be considered.

The salary for this position is $116,498 to $133,570 annually and is supplemented by a competitive total compensation plan.  This salary is based on the 2024 exempt management salary structure and does not yet reflect the annual adjustments for 2025 or 2026 that coincide with CUPE contract rates and timing. Additionally, this position is subject to a salary review that is currently underway in accordance with the exempt policy and departmental changes.
