The Primary Care Division (PCD) is responsible for setting provincial direction to support a high functioning primary health-care system that meets the needs of all British Columbians. This includes leading reforms that support primary care as the foundation of a full-service, community-based, integrated system of person and family-centred care. One which has a focus on improving attachment to primary care providers and access to quality evidence-based services. These reforms are built around team-based care provided through a mix of full-service family practices and other models including, urgent and primary care centres and community health centres, linked together with other primary and community care services as part of local primary care networks. Key stakeholders in the strategy include but are not limited to: Regional health authorities, the General Practice Services Committee, divisions of family practice, primary care networks, collaborative service committees, primary care providers, First Nations, patients, families, and communities.

Primary Care Divisional Services provides integrated support and services to the PCD that is comprised of three business areas. The Results Management Office (RMO) which is responsible for ongoing program monitoring and reporting, ensuring operational business processes and procedures (including business technologies and tools) to support the division's work. The RMO is also responsible for business modernization that will focus on business improvements. Finance and Administration focuses on financial management and reporting for the division. Strategic Communications and Issues Management focuses on maintaining collaborative partnerships with stakeholders through effective communication and engagement.

The Stakeholder Engagement team within the Ministry of Health has responsibility for communicating and engaging with health sector stakeholders and the public on the ministry's strategic priorities, with a focus on primary care. The branch also supports internal and stakeholder communications for other priority health topics, including the ministry's COVID-19 response. The team has a cross-divisional mandate to support the communications and engagement efforts. It deals with high profile and often confidential information.

Reporting to the Director, the Communications and Engagement Specialist, provides leadership and coordination of communications and stakeholder engagement strategies related to health care across British Columbia.

This position is responsible for ensuring a responsive, efficient, and effective engagement and communications framework to support the branchand ministry executive.This position also monitors the perception of the public, stakeholders, federal and local governments, and the media and uses effective communication, persuasion and conflict management skills to ascertain and address divergent viewpoints and values. This position is critical in recommending when, where and how sensitive business and program information is presented and distributed on behalf of the Ministry.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:


  • Bachelor's Degree or higher in Communications, Public Relations, English or a related field; AND a minimum two years of current and progressive *related experience; OR
  • Post-Secondary Diploma in Communications, Public Relations, English or a related field; AND a minimum of four years of current and progressive *related experience; OR
  • An acceptable combination of education and progressively responsible *related experience in communications management may be considered.

Recent (within the last 10 years) *related experience must include:
  • Experience with public relations, and/or corporate communications, and/or mediain a medium to large size public and/or private sector organization.
  • Experience with communications strategy, plan development and implementation.
  • Experience in planning and coordinating complex projects/assignments.
  • Experience in concisely and persuasively writing a variety of materials.

Preference may be given to applicants with the following:
  • Experience being directly responsible for developing and coordinating internal/external communications and engagement functions of a complex corporate or public sector organization.
  • Experience working in the health sector environment.
