About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis and operates the retails brands BCLIQUOR and BC Cannabis Stores.

In Human Resources (HR), we support a large, distributed organization with a range of services from our Talent & Compensation, Organizational Development & Change, Employee Relations and Investigations, and Occupational Health and Safety teams. About this role:

The Leaves Specialist is the first point of contact and administrator of employee leave requests. The position administers the leaves related to Maternity/Parental, General Leaves, Special Leaves, Leaves of Absence and Retirement under the BC General Employee Main Agreement and BC Employment Standards Act. This position provides written and verbal communication to employees on the status of the leave request. This position liaises with Senior Management in gathering information to support leave requirements and provides policy interpretation and reporting.

The position maintains accurate seniority records based on employee events such as Vacation, Special Leave, Leave of Absence, Maternity/Parental Leaves. Eligibility is based on the Main Agreement and Excluded Terms and Conditions. The position creates and maintains employee records in an integrated Human Resource and Payroll system.

A criminal record check is required. Successful candidates may be required to work outside regular business hours to meet deadlines, as required.

Position requirements:

Education and Experience:
  • Secondary (high school) diploma or equivalent certificate and a minimum of two (2) years of recent, related experience* working in a payroll or human resources environment with an emphasis on administering human resource or payroll functions.

*Recent, related experience is defined as occurring within the last five (5) years and must include the following:
  • Experience with reading, interpreting and applying documented information and providing advice and guidance to clients on standard interpretations of policies and procedures.
  • Experience working with complex calculations (e.g., pre-retirement leaves, vacation leave).
  • Experience working with a Human Resource Management System, preferably PeopleSoft.

**Preference may be given to candidates with any of the following experience:
  • Experience working in a unionized environment.
  • Certificate or diploma or formal course work pertaining to Payroll, Human Resources Management or Business Administration.

About BC Liquor Distribution Branch

In British Columbia, there are two branches of government that have responsibility for the liquor industry: the Liquor Control and Licensing Branch (LCLB) and the Liquor Distribution Branch (LDB). Both of these branches currently report to the Ministry of Public Safety and Solicitor General. The LCLB issues licences for making and selling liquor and supervises the service of liquor in licensed establishments. The LDB, under the authority of the Liquor Distribution Act, has the sole right to purchase beverage alcohol, both in and out of British Columbia, in accordance with the Importation of Intoxicating Liquors Act (Canada). The LDB is responsible for the importation, distribution and retailing of beverage alcohol in British Columbia. The LDB with over 3,500 employees operates approximately 200 government liquor stores throughout the province; two distribution centres, one in Vancouver and one in Kamloops; and a head office facility in Vancouver. The LDB also authorizes the sale of liquor in rural communities by Rural Agency Stores. The LDB was named one of BC's Top 50 Employers by for 2009 by Mediacorp Canada Inc.
