About the Community

The Heiltsuk Nation is a First Nations government in the Central Coast region of British Columbia in the community of Bella Bella. The present-day Heiltsuk (formerly the Bella Bella) are the main descendants of Heiltsuk-speaking peoples who inhabited an area of approximately 6000 sq. miles in the central coastal region of what is today known as British Columbia. An archeological excavation and study of ancient remains based in a Heiltsuk Village site of Namu in the1960’s and1970’s concluded that the history of the Heiltsukgo back as far as 11,500 years.

About Bella Bella, BC

The village of Bella Bella can be found on the east coast of Campbell Island, on the Central Coast region of British Columbia, approximately 180kilometersnorth of Port Hardy and 145kilometerswest of Bella Coola. Ideal for any outdoor enthusiast, the area boasts the natural splendour of the Great Bear Rainforest, as well as a range of outdoor activities including fishing, kayaking, camping and whale watching.

The largest community on the Central Coast north of Queen Charlotte Strait, Bella Bella has a population of around 1,450 and is also home to the Heiltsuk First Nation. Despite its remote location, the community is provided access to a regional airport, BC Ferries terminal, regional hospital, regional RCMP detachment, public dock, grocery store, post office, fuel station, fish plant, forestry company, freight company, cable vision and telecommunications infrastructure, Canadian Coast Guard Search and Rescue (SAR) facility, as well as a number of bed and breakfast establishments, restaurants and small shops. 

About the Opportunity

The Heiltsuk Nation has a great opportunity for a Chief Financial Officer in Bella Bella, British Columbia.

Reporting to the Chief Councilor, the CFO will play a critical role in the development and implementation of the Heiltsuk Nation financial strategy.

More specifically the responsibilities of the role will include: 

  • Directing and coordinating the financial affairs of the Heiltsuk Nation in accordance with financial principles and government regulations.
  • Managing the preparation of financial statements, summaries and other cost-benefit analyses and financial management reports.
  • Overseeing all financial planning and budget allocation, including the review of estimates.
  • Providing comprehensive financial support, guidance and analysis to senior management, including the evaluation of proposed capital expenditures,financial viability of new ventures and negotiating bank financing.
  • Providing updates and taking direction from the Council, including presentation of financial results and ensuring councils updated on financial issues.
  • Overseeing the annual audit and ensuring timely financial reporting.
  • Evaluating financial reporting systems, accounting procedures and investment activities, as well as make recommendations for changes and improvements.  
  • Overseeing the Accounting team, as well as recruiting, organizing, training, managing, and mentoring staff.
  • Notifying and reporting to senior management concerning any trends that are critical to the organization’s financial performance. 

To qualify for this senior role, the successful candidate will have at least 5 years experience with financial accounting, budgeting, contract management, grants/contributions, and implementing relevant procedures along with prior experience working with First Nations communities. You will also be required to have completed a professional accounting designation though candidates without a professional accounting designation may be considered should they have an equivalent mix of education and experience.
