The Information Technology Department has an exciting opportunity for a Business Analyst 2 to join the License, Inspection and Permit System (LIPS) team. Reporting to the IT Team Lead, the successful candidate will be responsible for creating detailed business analysis, outlining problems, designing, configuring and deploying solutions within the EnerGov application and EnerGov Citizen Self Service module. Supports the development of interface definitions, processes and procedures, unit tests and module walkthroughs, help prepare end user training material, and coordinating user reviews of configured applications. Prepares and maintains a variety of reports and records related to the work; keeps abreast of recent developments in computer techniques and procedures. The Business Analyst 2 performs other duties, including research, information assembly, organization and facilitation of business workshops and related documentation. Performs related work as required.

Qualifications include Completion of a university degree at the Bachelor's level in computer science or a related discipline and sound related experience in systems analysis, or an equivalent combination of training and experience. Working knowledge of the functions of departments served and their requirements; of problem definition and analysis related to business processes and systems planning; of complex enterprise scale application implementation using a structured System Development Life Cycle (SDLC) approach including design, development, configuration, testing, deployment, and documentation. Other qualifications include ability to develop detailed work plans to carry out technological changes; strong analytical, problem solving and excellent verbal & written communication skills; to work both independently and participate in the work of a project team; to establish and maintain effective working relationships with a variety of internal and external contacts; and to not only adapt to change, but to also learn and embrace changing environments. Knowledge and experience with business analysis within a municipal environment, process modeling, cost benefit analysis, and application programming including report development (SSRS, Crystal Reports etc.) is an asset. Prior experience implementing and supporting licensing and permitting systems, such as, EnerGov and EnerGov Citizen Self Service module will be considered an asset.

This is a temporary full time opportunity to December 31, 2020 (with the possibility of extension).
