The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.
The LDB is committed to government's goals of making life better for people in B.C., improving services, and ensuring a sustainable province for future generations. As part of the Chief Administrative Office (CAO), the Corporate Services (CS) team plays a critical role in supporting the entire organization. Comprised of Policy, Corporate Communications and Stakeholder Relations, Corporate Privacy and Information, Sourcing and Vendor Performance, Strategy & Business Transformation, Social Impact & Environmental Sustainability and the Enterprise Project Management Office, CS is driven by customer-service and taking action to advise, consult and support each business area throughout the LDB.
The CS team is comprised of approximately 70 staff. What brings CS together as a team is the ability to work together to support both the operational areas of the business and other corporate service areas (e.g., Corporate Operations, Finance, Human Resources, Information Technology). The group has a strategic lens with a focus on ensuring the organization aligns and complies with corporate priorities, policies, legislation, best practices, and government mandate.
About this role:
The Executive Director, Corporate Services provides executive leadership to a team responsible for a complete range of services related to supporting the execution and sustainment of the organization's corporate goals. This includes policy, development and implementation; communications and partner relations, including liaising with inter government representatives; privacy and information management aligned with provincial legislation; sourcing and vendor performance in-line with core policy; corporate strategy and planning; business analysis; corporate social responsibility, social impact and environmental sustainability; and enterprise project management, including strategic project investment and standardization of methodologies.;. This role is accountable for leading the Policy, Corporate Communications and Stakeholder Relations, Corporate Privacy and Information, Sourcing and Vendor Performance, Strategy & Business Transformation, Social Impact & Environmental Sustainability and the Enterprise Project Management Office departments.
This position is responsible for the achievement of appropriate corporate strategic plan objectives and department business plan objectives, through organizing, developing, directing and managing the performance of CS staff to meet operational business requirements effectively and efficiently in support of corporate, cannabis (wholesale and retail), liquor wholesale and liquor retail business goals.
Special requirements and working conditions include the ability to work, in addition to core business hours, for extended periods of time, and the ability to travel provincially, nationally and internationally for periods of time. A successful completion of a criminal record check is required.

- Leading, supporting, and developing direct and indirect reports within a structured organization, and managing multi-tiered support service teams with a significant number of indirect reports (please provide specific details on the team and department structure).
- Experience consulting with and guiding executives/senior leadership to implement corporate initiatives to further the goals of the organization.
- Leading large organizational communications, stakeholder, media and government relations and internal communications initiatives to support brand and reputation.
- Experience working in a multifaceted organization, offering a range of services (please provide examples of the services provided within the positions held).
- Experience leading change initiatives, programs or projects in a large organization (large organization is defined as an organization with an employee base of 800 or more and with multiple lines of business).
Preference may be given to those candidates with any of the following:
- Working within a regulated industry and engaging with senior government partners.
- Working in a senior capacity in, or closely and directly with, a government organization or crown corporation and making decisions with a clear understanding of government practice and relations and an organization regularly the subject of media inquiries and demonstrated experience with sensitive communications.
- Experience in one or more of the following areas:
- Leading corporate project investment, policies, processes and methods.
- Working in strategy and planning as a leader, advisor, or analyst.
- Providing direction, reviewing and approving policies for regulatory purposes and to ensure alignment both operationally and politically.
- Experience in procurement and contract management and interpretation of related policy and legal advice, including experience in designing organizational practices to ensure alignment and compliance.
