The Ministry of Environment and Climate Change Strategy is responsible for the protection, management and conservation of BC's water, land, air and living resources.

The Ministry's Service Transformation Branch (STB) leads strategic program initiatives that transform service delivery by leveraging business intelligence and applying digital tools to support legislative and policy initiatives for the Ministry of Environment & Climate Change Strategy. The STB leads service transformation projects to support Ministry legislation, regulation and public outreach activities that ensure a safe and healthy environment for British Columbians, while supporting a strong, sustainable economy. Projects managed by STB have extensive long-term impacts on the Ministry operations, the Natural Resource Ministries, Indigenous and other external partnerships and agencies and/or government-wide business operations.

The Executive Director (ED) provides strategic leadership for centralized Ministry-wide issues, policy, and digital processes, including delivering a range of programs and services, which often have an integrated digital component and drive revisions to legislation, regulations, policies and issues management responses. The ED acts with considerable autonomy, provides independent judgement and makes recommendations that have considerable long-term impact on Ministry service delivery. This position works closely with all staff within the Ministry and liaises with Government Communications and Public Engagement in developing marketing, branding and communication and engagement strategies to accompany service transformation.

JOB REQUIREMENTS:

To be considered for this position, your application must clearly demonstrate how you meet the following:

Education and Experience:
  • University degree, preferably at an advanced level, in business administration, public administration, information management, or a related discipline. An equivalent combination of education and experience may be considered.
  • A minimum of 5 years of recent (within the last 7 years) related experience.


Recent, related experience must include all of the following:
  • Experience (more than 5 years) in a senior management capacity in the public sector or industry leading process improvement/business transformation projects involving a diverse range of project portfolios, strategic planning and corporate policy development, assessment and implementation.
  • A minimum of 5 years' experience leading, coaching, mentoring and supervising staff and directing a diverse workgroup of employees, including: goal setting, performance management and succession planning.
  • Proven experience of working in an agile, digital transformation focused development environment with researchers, designers and engineers to iteratively create and improve digital services.
  • Engaging multi-stakeholders and building and maintaining effective relationships within a diverse and complex work environment.
  • Advancing strategic relationships, addressing issues and negotiating agreements with senior decision-makers.
  • Managing budgets, contracts and expenditures while ensuring compliance with fiscal parameters and the prudent use of financial resources.


Preference may be given to candidates with experience:
  • Leading business transformation projects for public sector natural resource clients.
