Job Summary

The Ministry of Mental Health and Addictions leads the province in efforts to improve the mental well-being and reduce substance use-related harms for all British Columbians. The ministry has overall responsibility for the development of a provincial mental health and substance use system that is coherent, accessible, and culturally safe and effective for individuals and families across the lifespan. The ministry is also responsible for escalating an immediate response to the province's overdose emergency. The ministry aims to strengthen social supports and services that impact mental health and well-being (for example, housing, employment, income, education, and childcare) by undertaking a whole-government, multi-systems approach in partnership with other ministries, service delivery partners, researchers, other levels of government, families, youth, people with lived experience and Indigenous Peoples.

Reporting to the Executive Director and working in partnership with other ministries and stakeholders, the Senior Director leads the development and implementation of new policy and legislation to enhance and expand B.C.'s substance use treatment and recovery services. This includes leading initiatives to modernize B.C.'s substance use treatment beds system, including developing and implementing quality standards and incorporating an Indigenous cultural safety and wellness focus. The Senior Director works directly with ministry executives to provide strategic direction, advice, and recommendations in support of government's efforts in this area and leads work with senior level partners and stakeholders to implement policy and legislative changes for British Columbians.

Job Requirements:

• Degree in business/public administration, public policy, health science administration, social sciences, or a related field and a minimum five (5) years of recent *related experience. An equivalent combination of education and experience may be considered.

*Minimum five (5) years of recent *related experience must include:

• Leading strategic, complex projects through the development of large-scale policies or programs, preferably in a government setting.
• Leading change initiatives of large scale and complexity that have multiple delivery components.
• Providing policy, legislation and issues management advice and recommendations to senior staff and executive.
• Working with senior government officials, senior level professionals and a wide range of stakeholders.
• Dealing with politically sensitive and provincially significant issues in a senior management capacity.
• Developing and presenting high-level strategic policy and legislation plans (both verbally and in writing) in a clear and concise style that is appropriate to the audience.
• Building and maintaining cooperative and productive relationships and effectively liaising with internal and external stakeholders.
• Leading, directing and supervising a multi-disciplinary team.

Preference may be given to candidates with the required combination of education and experience and:

• With a master's degree in business/public administration, public policy, health science administration, social sciences, or a related field.
• With experience working in the health, problematic substance use, or drug policy sectors.
• With experience working with Indigenous organizations and communities.
• With lived or living experience of, or experience working with populations with, complex health and social challenges.
