Job Summary

Emergency Management and Climate Readiness (EMCR) is the lead coordinating ministry in the provincial government for all emergency management activities. EMCR works directly with local governments, First Nations, provincial ministries and agencies, federal departments, other jurisdictions, industry and volunteers in hazard mitigation, preparedness, response and recovery.

The Director develops broad, comprehensive plans to prepare for disaster and emergency recovery events and leads the provincial recovery and advance recovery teams. The Director also provides the strategic leadership in the implementation of the provincial disaster recovery framework.

Job Requirements:

Education and Experience
  • A degree in emergency management; OR a degree in another discipline with education and/or training in emergency management.
  • A minimum of five (5) years' related experience:
  • Leading and managing the development and implementation of regulations, policies, programs and/or plans in a large organization; AND
  • Leading and managing multi-sectoral recovery operations in the aftermath of emergencies and/or disasters.
  • *Experience in leading multi-sectoral response operations may be considered.


Preference may be given to candidates with one (1) or more of the following:
  • Experience in coordinating and negotiating within multi-party initiatives.
  • Experience developing partnerships and agreements with First Nations.
  • Experience in training and exercise within emergency management.
  • Experience in developing monitoring, evaluation and reporting frameworks.
  • Experience supervising a diverse and geographically dispersed team.
  • Experience in developing and implementing operational policy.


Candidates must be able and willing to:
  • Travel to locations throughout the province.
  • Work on-call and extended hours during emergency activations, including operational deployments across the province.

About this Position:
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved Telework Agreement.
Flexible work options may not be available during emergency operations response periods.
This position can be based in any of the following Ministry of Emergency Management & Climate Readiness offices:Kamloops, Prince George, Saanichton, Smithers, Surrey, and Victoria.
An eligibility list may be established to fill future temporary and permanent vacancies.
This position is excluded from union membership.
Employees of the BC Public Service must be located in BC at the time of employment.
