The Director is responsible for providing strategic analysis, advice and direction with respect to financial, accounting, financial policy and controls, budgeting and financing strategies across all major projects.

Financial management leadership skills are necessary for the direction, development, implementation, monitoring and evaluation of the financial stewardship of the Ministry's major multi-year infrastructure projects. This role operates under unique circumstances in supporting government's fiscal plan.The Director develops strong relationships with a range of ministry, federal government, crown corporations, agencies and private organizations to ensure funds are administered in strict compliance with applicable legislation, regulation, policy and agreements.

Given the complexity of the projects from a financial, accounting and governance perspective, expertise in Public Sector Accounting (PSAB), International Financial Reporting Standards (IFRS), and Generally Accepted Accounting Principles (GAAP) is required.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Completion of relevant post-secondary education or a professional accounting designation (CPA).
  • Equivalent combination of education and experience may be considered.
  • Minimum four (4) years financial management experience in a complex and multifaceted organization that must include:
    • Implementation of internal controls and financial policies.
    • Demonstrated leadership in achieving successful outcomes through planning, development, and effective resource management.
    • Experience using and thorough knowledge of financial standards, and accounting and auditing principles and practices (e.g., PSAS, IFRS, GAAP).

Preference may be given to candidates with:
  • Demonstrated experience in financial planning and administration, budgeting, risk management and procurement for major infrastructure projects.
  • Experience running major projects or components of major projects.
