The Finance and Risk Management Services Division provides financial and administrative services to the Ministry of Transportation and Infrastructure and the BC Transportation Financing Authority. The branches within the division are Financial Management; Finance Major Projects and the Procurement, Contract and Risk Management Branch. Financial Services include expertise in financial planning, budgeting, monitoring and reporting, accounting standards, services plan development, performance measures, financial policy and procedures management, financial systems support, financing and debt management and revenue and accounts payable.

The Director, Accounting and Operations is responsible for providing accounting services for the ministry; the establishment, maintenance, testing and ongoing continuous improvement of financial controls; ensuring all financial transactions comply with relevant government legislation, regulations, policy and GAAP; as well as, ensuring the accuracy and integrity of financial information. This position researches and provides advice on accounting issues (P3, PSAS, and GAAP), linkages include liaison with OCG, Auditor General, FOAC, internal audit and advisory services, collaborates with accounting peers within senior government and Crown Corporation officials, and provides expert advice and direction regarding financial reporting to ensure compliance with cross government financial reporting and accounting standards, ministry policies, and Core Policies and Procedures Manual to effectively communicate sensitive information that can have significant budgetary and public reporting impact.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Completion of a professional accounting designation (CPA) and are currently a registered member and PLUS four (4) years *related experience in increasingly more senior roles.

    *Related experience must include all of the following:
    o Experience using computerized financial systems such as, Corporate Accounting System, People Soft (CHIPS), Time and Leave Management System, Great Plains.
    o Experience with P3 accounting and, financial modeling, spreadsheets and word processing.
    o Experience leading and resolving complex issues.
  • Minimum of two (2) years supervisory experience that includes evaluating performance and team building. Preference may be given to applicants with more than two (2) years experience.
  • An equivalent combination of education and experience may be considered.
