About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

LDB's Information Technology (IT) team consists of 7 competency areas: Customer Experience, Infrastructure & Operations (I&O), Information Security, Enterprise Architecture, Software Services, Data Services, and IT Program Governance. Currently 4 divisions managed by IT Directors collectively are responsible for all of the 7 competency areas to deliver the IT mandate of supporting LDB's corporate and business operations and enabling future needs and initiatives.

At present, the IT team consists of more than 260 full-time employees and includes a sourcing strategy to leverage external expertise to ensure the integrated IT team continues to deliver LDB's strategic initiatives timely and in high quality.

The IT department of the LDB is responsible for the entire computing infrastructure for all of the 230+ BC Liquor Stores, BC Cannabis Stores as well as LDB's head office in Burnaby and 4 Warehouse/Distribution Centres including Delta, Kamloops, Richmond, and Victoria. IT department also manages three data centres located in Burnaby, Delta, and Kamloops.

About this role:

Reporting to the IT Director, Customer Experience, the Senior Manager, IT Program Management is responsible to lead and direct the development, implementation, and evaluation of IT projects, programs, and initiatives. The Senior Manager is responsible for the execution of digital adoption-based IT continuous improvement and operational projects to drive benefits realization, ensuring alignment with IT's mission, vision, and value statement. This role oversees sub-projects and multiple delivery components by using digital data and modern technologies such as Cloud, the Internet of Things (IoT), mobile apps, social media, Artificial Intelligence (AI)/Machine Learning (ML), etc. in privacy protected and security ensured manners.

The Senior Manager, IT Program Management is required to ensure teams adhere to corporate project governance standards and reporting as set by the corporate Project Management Office. The Senior Manager is accountable for managing competing priorities, communicating in an effective way to foster consensus, facilitating change to people, processes and tools, and driving delivery of assigned projects to ensure timeliness and quality within scope and budget. This role manages the teams responsible for delivery of portfolios of IT projects and will collaborate with the business relationship management team that manages the relationship between IT and the BCLDB's organizational divisions. This role is responsible for all aspects of IT program/project governance with an objective of establishing a high-performance IT project management team.

Successful candidates must be willing to be available to respond to telephone calls after normal business hours and may be required to work weekends depending on project schedule and operational requirements.

Position requirements:

Education and Experience:
  • Degree or diploma in computer science or a related discipline, Project Management Certificate from a recognized institution (e.g. PMP, PMITS, Prince) combined with a minimum of 5 years of recent, related experience*.

Recent, related experience must have occurred in the last (7) years and include the following:
  • Significant experience at a senior level, leading IT programs of large scale and complexity that have multiple project delivery components.
  • Experience with IT strategic planning, implementation and technology transformation and modernization programs.
  • Experience leading, coaching, and managing diverse multi-disciplinary IT staff.

Preference may be given to those candidates with any of the following:
  • ITIL v4.0 experience.
  • Prosci certification in Change Management.
  • Significant, demonstrable experience in successfully managing large-scale Enterprise Resource Planning (ERP) projects.
  • Experience as a practicing CSM (Certified Scrum Master).
  • Experience practicing Agile with designation (e.g., CSM Disciplined Agile (DA) or Scaled Agile (SAF)).

About BC Liquor Distribution Branch

In British Columbia, there are two branches of government that have responsibility for the liquor industry: the Liquor Control and Licensing Branch (LCLB) and the Liquor Distribution Branch (LDB). Both of these branches currently report to the Ministry of Public Safety and Solicitor General. The LCLB issues licences for making and selling liquor and supervises the service of liquor in licensed establishments.
