The Strategic Human Resources Branch (SHR) supports the Ministry of Children and Family Development (MCFD) with human resources and organizational development initiatives, programs and services related to workforce planning, engagement, leadership development, recruitment and retention, corporate HR priorities, occupational health and safety, Indigenous recruitment and cultural safety, diversity and inclusion, corporate learning and sector research, and strategic HR consulting. The SHR team focuses on the strategic needs of the ministry to ensure it has the people and skills it needs to provide exceptional services to the children, youth, and families of British Columbia, now and into the future.

With a focus on collaboration, cooperation and cultural safety, the Program Manager of Equity, Diversity and Inclusion (EDI) leads equity, diversity and inclusion initiatives and projects from concept through to implementation and evaluation, including major projects such as the Anti-Racism: Debiasing the Workplace project. The Program Manager, EDI works within a team framework, supported by a Senior Manager of Indigenous SHR/Equity, Diversity and Inclusion, a Program Manager of Indigenous SHR, and a SHR Planner, all working together to support equity, anti-racism and lasting and meaningful reconciliation.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • University Degree in human resources, organizational development, business administration, social work, psychology, public administration, or related field plus two (2) years of related experience*; OR,an equivalent combination of education and/or experience may be considered.

* Related Experience: A minimum of two (2) years combined experience in four of the six areas below:
  • Equity, Diversity and/or Inclusion (EDI) Experience - experience analyzing, developing, implementing, and/or evaluating strategic EDI programs and/or projects
  • Strategic Human Resource (HR) Experience - experience analyzing, developing, implementing, and/or evaluating strategic programs and/or projects.
  • Project Management Experience - experience leading projects that have multiple project delivery components through all phases of the project management life cycle.
  • Writing and/or Presentation Experience - experience writing and/or supporting the creation of presentation materials for leadership for decision-making and informational updates.
  • Relationship Building and/or Collaboration Experience - experience establishing collaborative, culturally safe relationships.
  • Program Design and/or Development Experience - experience in program analysis, design, development, implementation, and/or evaluation.


Preference may be given to applicants with any or more than one (1) of the following:
  • Applicants who self-identify as Indigenous (First Nations, Métis, Inuit), Black, or Person of Color (IBPOC) and/or 2SLGBTQQIA+with the required combination of education and experience.
  • Experience presenting both virtually and in-person to groups a minimum of 20 people.
  • Advanced certificate, diploma, or degree in any of the following fields: EDI, HR, organizational development (OD), anti-racism, anti-oppressive practice.
