The Primary Care Division is responsible for setting provincial direction to support achieving a high functioning primary health care system that meets the needs of all British Columbians. This includes developing strategies and policies using a population-based methodology and health sector performance management framework, supporting implementation activities at the provincial, regional and local levels, and measuring and monitoring progress in alignment with the quadruple aim of achieving better health outcomes and experiences for both providers and patients, at sustainable system costs. Further, the Primary Care Division leads reforms that support primary care as the foundation of an integrated system of person and family-centred, full-service, community-based care with a focus on improving attachment and access to quality evidence based primary care services. These reforms are built around team-based care provided through a mix of full-service family practices, Urgent and Primary Care Centres, and Community Health Centres, linked together with one another and with other primary and community care services as part of local Primary Care Networks.

The Senior Quality Improvement and Evaluation Analyst provides leadership, analysis, advice, and recommendations regarding a wide variety of health authority, province-wide operational analysis, quality improvement; and evaluation activities; leads the development of quality improvement monitoring and evaluation frameworks; define stakeholders responsibilities; identify parameters and triggers for when quality improvement plans are required; identify operational analysis methodology, and lead the development of quality improvement planning capacity.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:


  • Bachelor's degree in Public Administration, Business Administration, Health Administration, Social Sciences, Economicsor a related field and a minimum of 2 years in each progressive, recent and related experience* OR
  • Diploma in Public Administration, Business Administration, Health Administration, Social Sciences, Economics or a related field and a minimum of 3 years in each progressive, recent and related experience* OR
  • An equivalent combination of education and experience and a minimum of 4 years in each progressive, recent and related experience may be considered.

* Progressive, recent and related experience must include:
  • Demonstrated experience in developing and implementing quality improvement performance monitoring frameworks and management processes.
  • Demonstrated experience providing analysis, advice, and recommendations relating to quality assurance or quality improvement activities.
  • Demonstrated experiencein program evaluation and performance management theories, principles, models, and related systems/technologies.
  • Experience in data analysis and interpretation.
  • Experience providing briefing documents.
  • Experience providing advice and recommendations to senior officials.
  • Experience in project management, strategic planning processes, and issues management.

Preference may be given to candidates with the following:
  • Master's Degree in Public Administration, Business Administration, Health Administration, Social Sciences, Economics, or a related field and a minimum of 1 year in each progressive, recent and related experience.
  • Health and/or Social Sciences background/experience.
