The Health Sector Information Management and Technology Division (HSIMT) brings information management and information technology (IM/IT) services and initiatives together under one business portfolio for a coordinated approach across the Ministry of Health and provincial health sector. The division promotes the integration of health sector data into daily business operations and policy development and provides sector-wide leadership for IM/IT planning and business solutions.

The Digital Policy, Security and Privacy Branch (DPSP) is responsible for leading the development of provincial policy, privacy, security, and legislative requirements to support the Ministry in its health initiatives. DPSP is accountable for the design, implementation, and continual upgrading of the provincial information privacy and security framework, which includes taking a leadership role in determining applicable information privacy and security standards and definitions, security categories, and secure methods of information transmission. DPSP provides leadership and direction for a diverse range of major health information technology, policy, privacy and security advisory services to senior officials within and outside government.

The Senior Privacy Analyst provides authoritative advice to Ministry clients and stakeholders on complex and high-profile Ministry and health-sector initiatives. The position provides support services in health information privacy and related legislative initiatives for the organization and represents the Ministry's privacy perspective at inter-ministry and cross health-sector committees. The Senior Privacy Analyst independently manages assigned policy and research projects, to enable DPSP to plan, develop and implement legislation, regulations, ministerial orders, policies, procedures, standards, educational initiatives and training programs in health information privacy.

Job Requirements:
  • Bachelors degree or higher in social sciences, law, public policy or administration, information sciences, or related field, plus two years *related experience. An equivalent combination of education and experience may be considered
  • Certification as a privacy professional (e.g., IAPP, CIAPP), or willingness to obtain within one year.
  • Minimum 2 years recent experience interpreting and applying legislation, including the Freedom of Information and Protection of Privacy Act, and the Personal Information Protection Act. Preference may be given for experience interpreting and applying the E-Health (Personal Health Information and Protection of Privacy) Act.
  • Experience researching policy issues, conducting policy analysis and providing recommendations.
  • Experience establishing and maintaining effective working relationships with management, staff, clients and partners/stakeholders.

Preference may be given to applicants with the following:
  • Experience working within BC's Health Sector.
  • Recent experience (within the last 12 months) reviewing and/or drafting PIAs.
