This is an exciting time to join the Liquor and Cannabis Regulation Branch as we continue to work with stakeholders to develop and implement a progressive and balanced regulatory environment for liquor and legal non-medical cannabis.

With staff in Victoria, Surrey, Vancouver and regional offices across the province, the Branch works to protect public safety and minimize the health and social harms of alcohol and non-medical cannabis. The Branch issues licences in B.C. for making and selling liquor and for selling and marketing non-medical cannabis. It currently regulates 10,000+ licensees, including pubs, bars, lounges, stadiums, nightclubs and restaurants, private liquor stores, breweries, distilleries, wineries, UBrews/UVins, and private cannabis retail stores. In addition, the Branch regulates almost 30,000 Special Event Permit events each year, for events like concerts and weddings and more.

The Branch is comprised of four divisions: Program and Strategic Services Division (Communications and Stakeholder Relations, Policy and Legislation, and Planning and Analytics), Licensing Division (Licensing and Local Government Liaison,) Compliance and Enforcement Division (both regional and HQ) and Management Services (Finance, Administration, Human Resources, and Facilities).

This position is responsible for managing medium-term projects or several smaller scope projects with significant internal impact to the business and providing support or analysis for corporate initiatives and projects managed by other teams within the branch. Accountable for defining and controlling all project activities to ensure delivery within scope, schedule, budget, and specified quality, in accordance with project management standards, applying Agile or waterfall methodologies.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Bachelor's degree in business administration, public administration, or related field; OR
  • An equivalent combination of post-secondary education and experience may be considered.
  • A minimum of 1 year of experience managing projects and/or project components.
  • Experience in directing the work of contracted and staff resources.

Preference may be given to applicants with:
  • Experience in IM/IT planning and development.
  • Experience in business requirements gathering.
  • Experience in leading or facilitating business improvement workshops, such as process mapping or service design, to improve efficiency and effectiveness.
  • Planning, coordinating, and managing medium-term or smaller scope projects (project size defined as lasting 6 months-1 year and/or affecting 50-100 individual stakeholders, or equivalent).
  • Experience creating or presenting briefings to executive.
  • Experience with creating data queries and interpreting data to develop briefings for executive.
