Job Summary

The Racing Unit is responsible for overseeing horse racing events, determining the outcome of each race and adjudicating any related matters, to ensure and improve public confidence in the racing industry. Horse Racing Officials, (Stewards & Judges), are responsible for monitoring and enforcing the Rules of Thoroughbred & Standardbred Racing, Regulations and Policies at all race meetings, race tracks, and designated horse racing training centres in order to ensure the safety and integrity of horse racing.

To accomplish this, the position works with:
  • Horse racing regulatory agencies and associations in other jurisdictions, nationally and internationally, to identify problem businesses and individuals.
  • The horse racing industry to ensure processes and safeguards are effective without creating bureaucratic delays.
  • Racing officials, medical, veterinary and drug testing functionaries, owners, and racing trades including drivers, jockeys, trainers, grooms, and blacksmiths concerning licences to work in the horse racing industry.
  • Other Judges and Stewards to ensure consistency in practices; and
  • Other members of the Racing Unit who work together to ensure the integrity of horse racing in the province.

This position assumes a leadership role in developing and maintaining key relations within the BC government, federal and provincial government officials and external agencies. Job Requirements:
  • Grade twelve (12) education or equivalent (some Secondary School plus experience)
  • Three (3) years of experience working in the pari-mutuel horse racing industry as a Racing Official, (Judge, Inspector, Paddock Judge, Racing Secretary or other racing official involved interpreting the rules of horse racing and making judgements), OR
  • Seven (7) years of experience in the pari-mutuel horse racing industry in a non-Racing Official position that still involved interpreting the Rules of Horse Racing, such as Driver, or Trainer, OR
  • Ten (10) years of experience in the pari-mutuel horse racing industry in a non-Racing Official position that still involved interpreting the Rules of Horse Racing, such as Driver, or Trainer, where there is no formal secondary education

Preference may be given to candidates with the following:
  • Experience with administrative law
  • Experience with veterinary medicine and related drugs in context of the Racing Industry
  • Experience with the Gaming Control Act of BC
  • Accreditation with the Association of Racing Commissioners International (ARCI)/Racing Officials Accreditation Program (ROAP), as a Judge

Currently, there is one (1) position available in Surrey and Vancouver.
This position may be required to travel between the two locations.
This position has full time on-site requirements.
Employees of the BC Public Service must be located in BC at the time of employment.
